Duties
Serves IMCOM Directorate with responsibility for planning, directing, coordinating, managing, reviewing, evaluating actions concerned CYS operations within ID IAW Military Childcare Act Public Law 101-189, PL 104-106, Army/DoD regulatory requirement.
Applies extensive professional knowledge to implement a comprehensive CYS program to include Child Development Services (CDS), School-Age Services (SAS), Youth Services (YS), and CYS Liaison, Education and Outreach Services (CLEOS), which includes:
School Liaison and School Transition Services for a diverse population of children and youth birth through age 18 years.
Establishes, chairs a Regional CYS Steering Committee to ensure predictable and consistent CYS Programs Region-wide. Serves as Executive Agent for designated Army "Center of Expertise" address policy and procedures for Army wide implementation.
Serves as SME for CYS issues; liaison with universities, federal/state government agencies, non-profit organizations to create partnerships to benefit CYS ID programs.
Develops methods, techniques for program execution, defines manpower resource to establish priorities/operational relationships. Works with HQDA, ID, Installations to reengineer business processes to correct and develop regional efficiency.
Ensures installation CYS programs achieve, maintain DoD certification (three different certifications), national accreditation with four different professional criteria.
Serves as Team Chief as required with multidisciplinary members for annual unannounced installation inspections for compliance with Army standards and statutory requirements.
Supervises ID CYS Core Program Specialists (e.g., Youth Services Program Specialist, CLEOS Program Specialist, etc.), and senior CYS Staff dedicated to supporting designated ID Center of Expertise.

Qualifications
MINIMUM QUALIFICATIONS:
1. Successful completion of a 4-year college or university degree with a major course of study/substantial course work which directly relates to a CYS field: early childhood/elementary/secondary/special education, recreation, human development, psychology, or a closely related field such as social work, home economics, or related behavioral sciences.
2. Graduate degree preferred.
OR
1. A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
In addition, candidate must possess:
1. At least five (5) years working in child and/or youth programs as a CYS manager or educational/academic leader.
2. General knowledge of MWR programs, APF and NAF funding and oversight relationship to CYS programs.
3. Experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and financial programs.
4. Strong organizational skills with capability to manage multiple projects effectively.
5. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences.
HIGHLY PREFERRED/HIGHLY QUALIFICATIONS:
1. Must possess a minimum of five (5) years of experience in Department of Defense (DOD) Family and Morale, Welfare and Recreation (FMWR) within the last five (5) years.
2. Possess demonstrated operational experience and knowledge of Army Child and Youth Services (CYS) Programs for ages 0-18.
3. Possess demonstrated operational experience and knowledge of DoD Certification Standards, Army Higher Headquarters Inspection criteria, Child Development Center and School Age Program National Accreditation requirements.
4. Possess demonstrated competence in Excel, Word, PowerPoint, Child and Youth Program Inspection Management System, MilitaryChildCare.com and Child and Youth Management System.
5. Possess demonstrated competence in MIS Application such as Financial Management Budgeting System (FMBS), Standard Management Information Reports for Finance (SMIRF), and Installation Management Employee Tracking System (IMETS).
6. Possess demonstrated competence in conducting briefings to Senior Leaders, preparing reports based on analysis related to current and past performance, identifying trends in child and youth development as well as financial performance.
7. Possess demonstrated work experience at an Installation Directorate or higher headquarters for at least five (5) years.
