About the Position: Responsible for planning, directing, and administering the overall Park and Resource Management program at a multi-purpose lake project. Project purposes include flood damage reduction, fish and wildlife management, low flow augmentation, water quality control, irrigation water supply and recreation.

Duties

Examine all permit applications and monitors licenses, permits, leases and easements to ensure compliance of the approved plans and regulations . Provide oversight of leases or licenses that may include wildlife management, commercial concessions, and parks and recreation by ensuring coordination with federal, state, and local agencies and organizations. Responsible for planning, directing, and administering the overall Park and Resource Management program at a multi-purpose lake project. Identify, request and utilizes research and various customer feedback mechanisms to critically evaluate programs. Responsible for various coordination efforts with Federal, State, and local agencies for proper management of the project and associated resources. Supervise staff of permanent and seasonal employees, with additional temporary employees during peak season. Participate in public meetings and information exchanges with groups, local committees, concessionaires, courts, media, etc., on matters affecting the Corps of Engineers policies and activities.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: One year of specialized experience to the next lower grade GS-09 which includes includes experience planning and administering natural resources and outdoor recreation programs and enforcement of park rules and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience to the next lower grade GS-11 which includes experience overseeing a natural resource and/or recreation program performing program planning, budgeting and public liaison duties in three (3) or more of the following functional areas: soil conservation, timber management, fisheries management, wildlife management, cultural resources management, land management, or park and recreation management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
