This position is established as part of the National Labor Relations Board Honors program. The Honors program supports positions working in three different program areas: Board-side, General Counsel-Headquarters, and General Counsel-Field. This position is specifically for the Board-side program area.
The purpose of this position is to provide experience that exposes the employee to the full range of agency legal practices.
Duties
As a Law Clerk (Trainee), GS-0904-11, typical work assignments in the Board may include:
Assisting Board Members in developing Board policies, regulations, and procedures; and
Reviewing formal trial or hearing record, including transcripts of testimony and exhibits; the Hearing Officer's Report, the Administrative Law Judge's Decision, or the Regional Director's Decision; and exceptions, requests for review, and briefs - with direct supervision; and
Researching statutes, decisions, opinions, legislative history, and other legal authorities on the points of law involved and applying the research to the case at hand - with direct supervision; and
Preparing bench memorandum in consultation with the Assistant Chief Counsel setting forth the contested issues the Board must decide, the relevant facts, the disposition of those issues below, the parties' arguments, and counsel's recommendation as to how the Board should resolve each contested issue - with direct supervision; and
Orally presenting cases to the Board Members for disposition - with direct supervision; and
Drafting official decisions and order of the Board and/or Board Members' separate dissenting or concurring opinions in consultation with the Assistant Chief Counsel - with direct supervision.

- Two-year trial period may be required.
- Transcripts are required if qualifying based on education or combination of experience and education in lieu of specialized experience.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate for GS-0904-11, Law Clerk (Trainee): Candidates should have a strong academic law school record, but have not been admitted to the Bar. Candidates should have excellent legal research and oral and written communication skills. Candidates should also have experience or course study relevant to labor law, industrial relations, or similar courses in employment law.
BASIC ELIGIBILITY REQUIREMENT
In order to meet the basic eligibility requirements, applicants must have at least one of the following:
I have a GPA of 3.0 or above or am in the top 25 % of my law school class or my school does not use a numerical GPA/rank.
I have previously interned or worked at the NLRB or another labor agency
I have other specialized labor law or labor relations experience

MINIMUM QUALIFICATIONS:
To be eligible for the GS-0904-11 Law Clerk (Trainee) position and grade, applicants must meet all of the following qualifications:
Must be pursuing their first professional law degree (JD or LLB) at an American Bar Association-accredited law school with an anticipated graduation date no later than June 2024.
Must not be barred/licensed at the time of application.
These qualifications must be fully supported and articulated in an applicant's resume to receive consideration.
Education
Applicants must successfully complete a full course of study in a school of law accredited by the American Bar Association (ABA) no later than June 2024.
Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
