The primary purpose of this position is to serve as a Protocol Liaison Specialist to the Commander performing a variety of protocol functions in the areas of special interest to the Commander and also performs duties as an administrative manager to the 66 ABG Command Staff Offices.
Duties
Initiates, executes and follows through on administrative studies or projects on areas of expressed or anticipated concern to the Commander including special projects directly connected to 66 Air Base Group (ABG) and mission partner missions.
Reviews, interprets and implements administrative directives, policies and standard procedures directed by higher authority including security, office and personnel management, travel, receipt and distribution of mail, correspondence, follow-up, preparation of correspondence, personnel actions and records.
Maintains cognizance of policies, plans and programs of the Air Force and 66 ABG, which affect directly or indirectly any aspect of the programs assigned to the Base.
Prepares briefing papers, position papers, ensuring information is correct and assembled in the appropriate format.
Plans and coordinates special events such as Dining Ins/Outs, special awards, groundbreaking ceremonies, special tours for students/visitors, and community-type programs. May be required to escort guests through their visit itinerary both on and off base.
Experience providing Federal and/or private industry executive level administrative support, monitoring, managing, and deconflicting multiple calendars, tracking data calls for conferences and special events and applying knowledge of standardized administrative practices to identify, analyze, and recommend solutions to problems is highly desirable.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications Standard for Administrative and Management Positions. GENERAL EXPERIENCE: Applicants must have three years of progressively responsible general experience, with at least one year of that experience equivalent to at least a pay band NH-01, (GS-04) demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; and 3) communicate effectively orally and in writing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: a full 4-year course of study, in any field, leading to a bachelor's degree. This education has been obtained in an accredited college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: equivalent combinations of successfully completed post-high school education and experience described above that may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of 66 ABG and United States Air Force Protocol rules and regulations and methods and practices to advise on and ensure complete consideration and proper treatment afforded distinguished visitors and ranking personnel.
2. Knowledge of military rank and structure for different services to create itineraries, name cards, invitation lists, etc., for the various visiting military officials.
3. A basic foundation of administrative concepts and practices sufficient to enable the incumbent to recommend changes in administrative policies, devise and install procedures and office practices affecting subordinate organizations, and foresee administrative problems and requirements.
4. Knowledge of Commander's views sufficient to enable the incumbent to perform duties such as developing materials for use in public speaking engagements.
5. A working knowledge of the various programs and organizations that encompass the Base and skill in advising and instructing the secretaries and other officials concerning such matters as directives, reports, correspondence, scheduling, and telephone/collaborative tool procedures.
6. Knowledge of management and administrative principles, and the techniques of analysis and evaluation, along with knowledge of standardized administrative/managerial/calendar management practices and procedures to conduct studies of work processes in various organizations to identify, analyze, and recommend solutions to problems.
7. Complete knowledge of established management principles, pertinent regulations, and guidelines plus skill in applying fact-finding and work measurement techniques to conduct analyses of administrative support functions within the organizations.
8. Knowledge of office functions to screen telephone calls and visitors, maintain supervisor's calendar, prepare and review correspondence, and perform other substantive or administrative analysis and support work.
9. Knowledge of Air Force policies and procedures to perform administrative support work to encompass skill in automated/collaborative software of various kinds.
10. Skill in dealing with various Squadron Cc/CLs, Program Directors, upper level managers and military and civilian supervisors with tact, diplomacy, and various sensitive issues.
11. Skill in preparing various correspondence, performing investigative analyses, coordinating correspondence through various offices during critical short times.
12. Skill in using various software programs to produce complex documents for various uses.
13. Ability to handle several deadlines at one time and to work under stress.
14. Ability to communicate effectively, both orally, in writing, and to plan, organize work, and meet critical short deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
