The incumbent is responsible for managing and coordinating ongoing data collection, format, analysis, validation and dissemination and uses knowledge of systems redesign and lean management principles to determine organization performance and potential opportunities for improvement.
This position is covered by the AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be:

Duties

Major Duties:
Coordinates ongoing quantitative and qualitative data collection and performs analysis to determine optimal solutions
Identifies poor performing measures and develops studies or data collection techniques related to the specific identified problem(s)
Organizes, compiles, summarizes, and analyzes the data collected and develops reports which reflect the scope of activities and identifies trends and opportunities for improvement
Designs and develops dissemination and training materials, local standard operating procedure (SOP) manuals
Dialogue with staff, Veterans and guests on their experience receiving services at BVAMC and obtains insight through responses
Develops initiatives which will enable the facility to provide an exceptional VE to our Veterans while operating in a more effective and efficient manner
Builds/creates, manages and completes all analytical reports associated with Veterans Experience and associated work- Survey of Healthcare Experiences of Patients (SHEP), Attributable Effects Reports, Patient Advocate Tracking System (PATS), Listening Sessions, Press Ganey Improvement Portal, GetWellNetwork Patient Experience Perception (PxP)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating ongoing quantitative and qualitative data collection and performs analysis to determine optimal organizational performance; organizing, compiling, summarizing and analyzing data collected and developing reports; and analyzing trend data on a monthly/quarterly basis to verify the accuracy of the date, identifying problem areas, providing objective assessments, and recommending appropriate action.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position..

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond two years (36 semester hours) leading to a Ph.D. or equivalent doctoral degree.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do most of their work, as well as, walk around for the purpose of observation. However, there may be some standing, bending, carrying of items (papers, books, materials), and driving an automobile. No special physical demands are required to perform the work besides a valid driver's license.
