The primary purpose of this position is to provide Equipment Specialist (Electronics) expertise on complex and sophisticated systems/subsystems/equipment to support MAJCOM and subordinate units.

Duties

Serves as the AMC technical expert advisor to senior leaders and maintenance technicians in the maintenance, operation and training related assigned systems and equipment. As a subject matter specialist, participates in technical reviews and converges to provide advice on any and all technical system/equipment issues. Provides technical assistance to assigned unit in resolving complex system/equipment problems or design deficiencies. Prepares informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training.

• AMC AFETS specialist is subject to short notice TDY deployment and/or PCS move to meet worldwide operational/mission requirements. This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program.
• This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
• Based on operational necessity, TDY away from home base in support of other AMC units may require travel by commercial or military air.
• The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
• Must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY. Subject to pre-employment physical.
• This position may require employee to work under adverse environmental conditions.
• May be required to obtain and maintain a security clearance.
• Position responsible for equipment listed on the attached Systems/Equipment list.
• This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Services Series 1670. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a comprehensive range of maintenance concepts, principles, and practices related to the systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of assigned systems/equipment for application to difficult and complex situations and problems that have no clear precedent in order to oversee and implement a program involving the identification and resolution of difficult issues or problems such as determining systems/equipment deficiencies and appropriate resolutions. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in the manufacture, repair or maintenance of equipment. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices or specific systems/equipment and Total Quality principles, practices, methods, and procedures. Skill in identifying and analyzing complex technical problems and developing innovative solutions. Skill in providing technical advice in terms or oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians and developing interpersonal relationships, maintaining good working relationships, and working co-operatively as a member or a team. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data. Ability to plan, organize, and reprioritize work to meet changing deadlines; develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well, both orally and in writing. Ability to develop and conduct training to ensure proper maintenance of assigned system/subsystem and equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
