The primary purpose of this position is to serve as an experienced health specialist performing a wide variety of projects involving inspections, analysis, reporting, education and awareness, disease management, prevention and readiness in support of the organization's public/occupational health programs.

Duties

Analyzes, evaluates, coordinates and responds to various aspects of the base public health, occupational health, and emergency programs including Population Health, Epidemiology, Sexually Transmitted Disease Control and Prevention, Tuberculosis Control and Prevention, Rabies Exposure Surveillance, Deployment Medicine, Deployment Health Surveillance, Immunization , Blood borne Pathogen Exposure Control, Tuberculosis Exposure Control, Disaster Response, Reproductive Hazard Assessment, Occupational Illness and Injury Investigation and Remediation programs, Food Safety programs, Facility Sanitation programs, and Occupational Safety and Health Administration (OSHA) compliance. Assists the Chief, Bioenvironmental Engineering/Public Health Flight develop and administer Public/Occupational Health programs for wing organizations served by the RMU, ensuring that programs comply with legal and regulatory requirements. Represents the Public Health Office with a variety of installation, state/local, and functional area organizations. Perform equipment maintenance and operational checks as necessary.

  • At a minimum, qualification requirements stipulated by the US Office of Personnel Management (OPM) for the GS-0601 occupational series must be met.
  • A bachelor’s or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position, along with at least 2 years related experience is preferred.
  • Work may occasionally require travel away from the normal duty station.
  • Position may be required to work other than normal duty schedule based on the needs of the mission. A flexible work schedule may include after normal duty hours weekends, and/or holidays during exercises or contingency situations.
  • May act in place of the Chief, Bioenvironmental Public Health Flight as needed.
  • Must be able to obtain and maintain a secret clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Medical and Healthcare Series, 0601 +IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: professional knowledge and ability applicable to a wide range of public health biological science duties; and the skill to modify standard practices and adapt study procedures or techniques to solve a variety of complex problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of other related health program disciplines; and conduct medical data collection, statistical analysis, reporting, and provide community awareness for the purpose of disease management and prevention. In-depth knowledge of public health regulations and operating procedures to advise the medical treatment facility commander of appropriate control measures for communicable diseases or conditions of public health significance. In-depth knowledge of the principles, concepts, and methodologies of public health including types of communicable diseases, epidemiology, preventive medicine techniques, bacteriology, disease transmission to man, and community environment characteristics. OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of public health program principles, practices, techniques, and procedures to effectively perform project development, execution, statistical analysis, training, and advisory services Knowledge of the missions, organizations, programs, and requirements of health care delivery systems and the relationships of Public Health, Force Management, and Occupational Medicine within the Air Force/AFRC and Air Force Medical Service; and of Air Force Customer Satisfaction Priorities to demonstrate sensitivity and responsiveness to needs and requirements of customers, employees, supervisors, and peers. Knowledge of regulations and standards of regulatory and credentialing groups and directives including requirements for accreditation promulgated by the Air Force Occupational Safety and Health Program (AFOSH), the Food and Drug Administration (FDA), United States Department of Agriculture (and World Health Organization counterparts), Department of Defense Health Affairs, and HQ Air Force/AFRC. Knowledge of the principles, concepts, and methodologies of public health including communicable diseases, foreign diseases and their prevention, preventive medicine techniques, bio-statistics and epidemiology, occupational safety and health, community environment, microbiology, medical entomology, public health laboratory techniques, human and zoonotic disease transmission, biophysics, basic anatomy and physiology, medical administration, food and water safety and security, medical intelligence sources, concepts of biological warfare/terror agent detection and prevention, and disaster response. Skill in gathering and analyzing data, delivering briefings, and making recommendations based on complex and diverse data. Knowledge of basic PCs, office computer skills, and ability to learn new applications/programs used within the health care field. Ability to effectively use word processing, spreadsheets, and presentation materials is essential. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
