The VA Texas Valley Coastal Bend Veterans Health Care System is currently recruiting for a Primary Care Staff Physician (Float) for locations within VATCBHCS located at the Corpus Christi West Point Community Based Outpatient Clinic, Corpus Christi, Texas.
A Recruitment/Relocation Incentive may be authorized for a highly qualified candidiate.
This position is eligible for the Education Debt Reduction Program (EDRP).
Duties
The Primary Care Physician within the VCB are expected to provide interprofessional services to VCB facilities that are underserved or experiencing gaps in clinicians due to the inability to match provider supply with demand. Services provided by PC staff are conducted via multiple modalities, including virtual and in-person care.
The VCB PC team provides care through virtual, in-person, and Mobile Medical Units and are a Mission Act 402 requirement. In person deployments of clinical staff for short-term assignments will be at the discretion of the VCB PC Section Chief and will depend upon clinical need and available resources.
The Primary Care Float Physician may also function, as needed, caring for a panel of patients through a combination of virtual and in-person care as part of an interprofessional primary care team in the VHA Patient Aligned Care Team (PACT) model. The incumbent works as part of a virtual and in-person primary care team, together with patient site care team members, to provide primary care to Veterans. Face-to-face clinical care is the primary modality for treatment, with use of virtual modalities depending on clinical needs. Virtual care is conducted through telephone visits, VA Video Connect (VVC) and Clinical Video Telehealth (CVT) modalities. This position may require occasional travel to other VCB CBOCs.
FUNCTIONS OF ASSIGNED DUTIES:
Clinical Functions:
The Physician will provide direct patient care full time and work primarily as a float provider in support of the CBOC's clinical team's contingency and day-to-day patient care needs. The Float Physician may also function, as needed, as a member of an expanded healthcare team (social worker, dietician, clinical pharmacists, behavioral health clinician, and a care manager) to oversee and coordinate medical care for a population of Veterans in a group practice setting utilizing the PACT model.
Major Duties of this position include, but are not limited to:
1. Provide PACT provider coverage for other provider's planned or unplanned time away.
2. Providing care to patients without appointments when indicated.
3. Other duties as assigned by the CBOC CMO which may include but not be limited to assisting with other provider's patient care, View Alerts and Message Managers.
4. Provides comprehensive care for Veterans for a panel size of approximately 1200 patients.
5. Perform initial histories and physical examination on outpatients using face-to-face visits and/or CVT technology
6. Provide ongoing outpatient care for assigned patients
7. Screen outpatients to determine the need for new or further care
8. Prescribe medications within defined scope of practice
9. Order diagnostic studies such as laboratory tests, x-rays, electrocardiograms
10. Review needs and order health promotion and disease prevention measures
11. Initiate, respond to, and expedite request for consultations, special tests and studies
12. Provide education and counseling of patients and families in preventive care, medical conditions, and use of prescribe treatments and drugs.
The practice emphasizes evidence-based medicine, primary and secondary preventative medicine, the use of computerized medical record system and continuous quality improvement based on individualized patient data.
The physician may sometimes need to work alone but can request assistance from other medical staff (including other face-to-face or virtual float providers, primary care providers, virtual primary care providers, CMO). Special training will be provided to utilize CVT technology.
There is minimal administrative work, but the physician will be required to attend staff meetings, team meetings, some committee meetings, and complete some peer review evaluations.
Reusable Medical Equipment (RME): The incumbent will have knowledge of the processes for Reusable Medical Equipment (RME) as required by this position.

Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Licensure and Registration: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are:
Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
Those approved by the American Osteopathic Association (AOA),OR
Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.

English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7402(d) and 7407(d).
Preferred Experience:
Board Certified/Board Eligible in Internal Medicine/Family Medicine
2+ plus years of VA or DOD experience
Previous experience providing effective medical treatment, consultation, and coordinating care an Outpatient or Ambulaotry Primary Care setting.
Previous experience in Women's Health care to include assessment and treatment of female patients, pelvic exmainations, pap smears and other related gender-specific healthcare of women.
Experience ordering appropriate tests including lab and imaging studies and incorporate results for the comprehensive treatment plan to include coordinate care between various specialities and disciplines.

Physical Requirements: Moderate lifting, 15-44 pounds; Use of fingers; Walking (4-6hours); Standing (4-6hours); Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Ability to distinguish basic colors; Hearing (aid permitted).
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
Education Debt Reduction Program (Student Loan Repayment): This position is eligible for the
Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment.
