About the Position: These positions are located in the US Army Corps of Engineers, Office of Small Business Programs where you will advise the District Commander, and other senior leaders on all matters related to the Small Business program including the feasibility and impact of Small Business policies and decisions at the district contracting level.

Duties
Serves as technical advisor to the District Command on Small Business-related matters and advise contracting officers on determining the acceptability of prime contractors subcontracting plans, and other small business matters.
Develop agency procedures by evaluating audit reports, regulations, program management reviews, program surveillance reviews, and other relevant material in support of district self-assessment requirement.
Develop strategic plan and coordinate with acquisition team to recommend annual small business goals.
Plan and execute government-industry outreach engagements to provide maximum participation opportunities to small, small disadvantaged, service-disabled veteran-owned, woman-owned, and underutilized business concerns, as primes or subcontractors.
Coordinate closely with key management team members, acquisition team, and the Small Business Administration to project potential requirements suitable for award each fiscal year.
Review subcontracting reports in eSRS (a web-based government-wide subcontracting system) and provide input to the Contracting Officer as to the acceptability of the reports.
Monitor and maintain District Small Business public website of current forecast of procurement opportunities and other relevant information for small and other-than-small business concerns, including how to do business with USACE.
Participate in national, regional, and local events designed to identify potential sources and meet with prospective contractors.
Prepare and deliver formal or informal training presentations to internal and exteranl stakeholders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification.
- Must complete Defense Acquisition University (DAU) Small Business Program courses: Introduction to Small Business Programs, Part A (SBP 101), and Introduction to Small Business Programs Part B (SBP 102) within 12 months of entrance on duty.
- DAU CSBP 0001 Small Business Credentialing may be required.
- A Secret Clearance may be required in the Pittsburgh location.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Education Requirement for Procurement Analyst:
Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must attach a copy of your transcripts.)
OR
You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.You must submit unofficial college transcripts with your application. Submission of transcripts is required regardless of whether or not you currently occupy or have in the past occupied a position requiring the same education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes conducting pre and post-award due diligence including market research; advising on small business policy and impact of small business plans, policies, and decisions; Developing policy and interpreting guidance relating to Small Business; Developing and recommending acquisition planning as it pertains to small business program rules and regulations; Acts as liaison between organization and Small Business Administration (SBA) and other federal and state agencies concerning Small Business; Applying knowledge of contracting processes, policies and procedures; Utilizing contracting data systems and procurement analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
