THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number PDD2513000 and is part of the MA ANG 104th FW, National Guard. This is a BARGAINING Unit position. Duties

GS07 Perform developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist. Analyze routine problems that are encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the supervisor for assistance. Work with other specialists in planning and conducting special initiatives, studies, and projects. Assists in preparing reports and briefings outlining study finding and recommendations. Employ open dialogue while providing responsive, high quality support. Effectively interact with all levels of management and foster a positive working relationship with personnel at all levels. Participates in financial analysis and planning activities related to the NG financial community. Compiles and produces specific financial reports from accounting system(s) on a daily basis (e.g. financial statements). Assist with monitoring and tracking expenditures and revenue against authorized levels and funds. Projects spending during the fiscal year based on current spending levels, historical levels, financial trends, and other known factors FULL PD GS09 Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconciles Resource Center Manager (RCM) accounts ensuring data integrity. Coordinates with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger. Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Resolves complex functional problems within the pay system for affected customers. Facilitates the resolution of intricate entitlement discrepancies for serviced customers, and ensures proper interfaces with appropriate DOD agencies and federal financial systems. FULL PD GS11 Independently performs and examines financial management functions to ensure internal accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Reviews accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews Aggregates data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting. Ensures the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws FULL PD Performs other duties as assigned Full PD not listed if you want all responsibilities and can't access please reach out to POC.

Qualifications

Military Grades: ENL: AB-TSGT Compatible Military Assignments: AFSC: 6F0X1 *All applications will be considered regardless of Branch AFSC* AREA OF CONSIDERATION: Open to current members of the Massachusetts Air National Guard and those eligible/willing to transfer/enlist. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position Constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. GENERAL EXPERIENCE: Must have experience, education or training which I am Skilled in collecting and analyzing data effectively, efficiently, and accurately. I have the Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication. I have the Ability to write English in reports and presentation formats. The Ability to communicate clearly and effectively. I am Skilled in presenting formal training presentations and briefings; and, I am Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: GS-07: I have at least 12 months of experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry[1]level position. GS-09: I have at least 24 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have an understanding of the basic principles and concepts of the National Guard financial business program requirements. An applicant must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. GS-11 I have at least 36 months of the Financial Improvement and Audit Readiness (FIAR) program. Skilled in presenting providing direction and guidance to support the comptroller in planning, implementing and meeting the FM FIAR program's objectives. Skilled in in applying related laws, regulations, precedents, methods and techniques of budgeting. Knowledgeable of the Office of the Management and Budget (OMB) compliance requirements with OMB Circular A[1]123 (OMB 123) and FM FIAR Guidance. Skilled and capable to follow the established FM FIAR Methodology which provides a step-by-step approach to achieving improved financial information and audit readiness. Skilled in developing management plans that document business and financial environment. Skilled in identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

AIR NATIONAL GUARD ENLISTED: GS-09 through GS-12 Positions Must have a high school diploma. An undergraduate degree from an accredited college/university is optimum.
AIR NATIONAL GUARD OFFICERS: GS-11 and GS-12 Positions An undergraduate degree from an accredited college/university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
