About the Position: Assists the Facility Managers/Chief, applies knowledge and experience of engineering principles and concepts, assists contracting with strategic procurement principles, innovative construction methods, and nationally driven facility engineering theory.
Duties
Develops long-range plans and programs for the operation, maintenance, improvement, and protection of facilities, systems, equipment, ground, shorelines, and channels.
Coordinates the development of overall work plans, methods and techniques to cover normal and emergency work/response program requirements.
Determines work effort and best overall methodology to accomplish work and communicates plans.
Assists the Environmental Compliance Coordinator in instructing and training staff the handling, storage, and disposal of hazardous and toxic materials.
Proposes long-term maintenance strategies and budget activities.
Establishes and maintains an internal control program to prevent waste, fraud, and abuse.
Provides detailed specifications of work to be contracted, reviews plans and specifications for performance of work, estimates of time, materials, equipment and costs.
Knowledge of major issues, program goals, work operations and managerial channels of organizations involved in Maintenance Management and Data Analysis.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to have a valid state driver’s license based on job related, site-specific requirements.
- Required to obtain appropriate training and certifications to be appointed as a Contracting Officer’s Representative (COR) in the first 12 months.
- Required to observe and establish safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience GS-11: One year of specialized experience which includes: schedules, and establishing priorities that follow established policies, procedures, and regulations for navigation and recreation facilities, structures, equipment and programs; using technical knowledge and skills to perform on the ground field repairs and preventative maintenance; utilizing automated maintenance management information systems to maintain and track maintenance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
