This position is located in the Human Resources Unit (HR), Office of the Executive Director (EX), Bureau of Global Talent Management (GTM). The Human Resources Unit provides services to over 900 General Schedule and Foreign Service employees in the areas of recruitment and staffing, position management and workforce analysis, career development, employee benefits and incentive awards and performance management, employee and labor management relations and human resources consultation.

Duties

Serves as the senior human capital/resources leader, responsible for managing the human capital resources of the GTM offices. Provides direction and guidance in the establishment and implementation of sound organizational principles and functions. Leads efforts to test, and implement Federal HR best practices and innovations within the bureau in order to assess effectiveness for Department-wide application. Responsible for oversight of the day-to-day operations of the HR unit; including staff supervision, performance management, process review and improvement, and the continuous improvement of customer experience levels provided to client organizations. Serves as a recognized technical authority on a range of enterprise-wide HR issues and programs; advises the Director General and other key principals. Collaborates with senior management in setting the strategic direction of human capital functions. Provides expert advice and Department-wide guidance in the areas of workforce planning, position management and classification, staffing/placement, awards, employee and labor management relations, performance management and other HR functional areas.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following: Experience providing direct oversight to the development and implementation of an organization's strategic workforce planning processes and initiatives; and Experience identifying and resolving enterprise-wide HR issues that improve operational efficiency and effectiveness; and Experience advising senior leadership on the interpretation of emerging legislation, policies, and regulations and how it impacts a federal HR program. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
