The primary purpose of this position is to serve as a senior computer scientist/computer engineer to perform software engineering and other professional work in the computer sciences/engineering and related scientific disciplines.

Duties

Provides senior level professional computer engineering and computer sciences guidance in the development of new software applications/systems and modifications to existing software applications/systems to meet 96 Test Wing customer requirements. Serves as the computer scientist/computer engineer authority on software and hardware related issues associated with the design and development of systems. Prepares technical reports, memoranda, and other documentation in clear, concise, and logical form suitable to management and the scientific community. Serves as the division authority within the organization on the application of software engineering principles, practices, and techniques.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. For 1550: Basic Qualification Requirement: Bachelor's degree in Computer Science OR Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have been in any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. AND Additional Qualification Requirement (Specialized Experience). Must have at least 1 year of specialized experience at the next lower grade level (GS 12) or equivalent. Specialized experience is planning and carrying out assignments independently; conceive and define solutions to highly complex problems; can effectively apply computer software, software systems and computer hardware architectural theories, principles, and concepts to areas of responsibility. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. For 854: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade level (GS-12) or equivalent in the Federal Service. Experience would include performing professional scientific/engineering work in support of projects/programs. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. RECRUITMENT KNOWLEDGE SKILLS AND ABILITIES: 1. Application of the disciplines and science of analysis, design, development implementation, test, evaluation and maintenance of computer software and associated software products over the system software lifecycle. 2. Ability to organize, prioritize, analyze, interpret and evaluate technical data, complex requirements and prediction of results in the solution of theoretical or practical data processing problems. 3. Extensive knowledge of complex data formats, systems architecture, data analysis and display concepts and automated computational processes and methodology to respond to customer requirements with versatility and sound judgment. 4. Ability to recognize and analyze problems, conducts research, summarize results, and provide appropriate recommendations and solutions to management... 5. ability to plan and execute complex, multi-faceted projects and/or studies within established time financial and/or time constraints to resolve software engineering questions. 6. Skill and ability to negotiate complex issues, and communicate effectively, both orally and in writing, complex technical issues, reports and briefings for senior military and civilian officials throughout the government and in private industry. 7. Ability to establish and maintain relationships with key individuals/groups inside and outside immediate work unit using a high degree of tact and diplomacy. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirements for 1550:
Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus as shown here

Basic Requirements for 854:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics as shown here

OR

B. Education/Experience: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional Registration. Have current registration as a professional engineer.

2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET.

3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above.

4. Related Curriculum. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
