This position is located in the Intermountain Region, Manti-La Sal National Forest, in Price, UT Serve as a realty specialist with responsibilities in a variety of lands activities, including special use permits, leases, land status, withdrawals, title claims, rights-of-way, procurements and grants, and appraisals.

Duties

Participate in negotiations with land owners to obtain rights-of-way deeds or easements, appraisals, and surveys. Assist in the development of the overall program of land ownership, acquisition, and adjustment. Responsible for the accomplishment of land exchange, donation, and purchase including important and difficult negotiations with private land owners. Process special use authorization renewals, transfer of ownership, terminations, revocations, or suspensions Prepare land status ownership records to complete investigate reports for trespasses. Prepare cooperative agreements and permits to obtain rights-of-way acquisitions.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. Specialized Experience Requirement: GS-07: You must have one-year specialized experience equivalent to the GS-5 grade level in the Federal service. Examples of work experience that meet this requirement include one or more of the following: assisted in the preparation of general correspondence and/or correspondence related to the acquisition, exchange and/or disposition of real property in accordance with policies and directives; communicated with Albuquerque Service Center regarding making or receiving payments; compiled and organized correspondence and report attachments; reviewed simple land acquisition, disposition and exchange proposals to ensure all requirements were met; processed accepted land adjustment applications; conducted document and file inspections and compliance reviews; and/or assisted with administrative, land adjustment or database entry. OR One full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is related to the work of the position. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
