Duties
As a Supervisory Policy Analyst, you will perform the following duties:
Leads/oversees the Legislative Analysis Team; plan strategies for congressional outreach and communications. Interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of budgets.
Develop information and approaches related to strategic planning and performance reporting for the operations of the organization.
Serve as an expert representative of the agency. Apply new analytical developments, methodologies, and research findings to broad public policy issues; extend and refine existing techniques and to develop new approaches to the analysis of NESDIS public policy issues.
Possess full supervisory authority including evaluating work performance of subordinates and developing performance standards.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-5 or GS-15:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or (GS-14) in the Federal service. Specialized experience MUST include all of the following:
Interpreting legislative policies and precedents to develop, recommend, and implement policies;
Providing advice and guidance on organizational legislative outreach and budget formulation process, such as acting as the primary liaison with Congressional appropriations and authorizing committees; and
Managing the strategic planning process, resource planning, and risk management and developing appropriate mitigation strategies.
