The primary purpose of this position is to serve as the Service Nuclear Ordnance Cataloging Activity (SNOCA) assisting Defense Threat Reduction Agency (DTRA) and Defense Logistics Agency (DLA) in accordance with TP 11N-100-3, Federal Cataloguing and Standardization for Nuclear Ordnance.

Duties

Administers and prepares all data for accurate planning of accountability and budgetary requirements for Department of Energy (DOE)-special design, commercial military spares and Major End Items. Validates Air Force military owned Department of Energy designed tests and handling equipment repair requirements data, initiates repair with Equipment Specialist (ES), maintains documentation for repair actions. Reviews customer requirements and directs worldwide DoD nuclear supply chain to optimize worldwide asset distribution. Prepares presentations and reports for management relative to any aspect of assigned items or projects when required.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Specialized knowledge of Department of Energy (DOE) Military and Base Sparing policy, procedures and guidance and AF nuclear weapons systems and supporting test and handling gear.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of nuclear supply chain management principles, procedures, techniques and practices; knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of nuclear gravity weapons/missile warheads, Joint Nuclear Weapons Publication System, their related delivery systems and associated test and handling equipment; knowledge of supply chain management concepts, policies, methods, and regulatory guidance sufficient to conduct independent reviews and resolve difficult issues and problems in assigned area of responsibility; knowledge of negotiating solutions to resolve disputed recommendations; knowledge in assessing and using all applicable data systems and computer based office management tools. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of nuclear supply chain management principles, procurement, organic repair procedures, inter-service procedures, techniques and practices to include sustainment procedures and the peculiarities of requirements. Knowledge of requirements for Base (DOE) and Military Spare (AF) assets to repair, dispose, distribute and spare leveling as well as logistics planning and programming systems. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. Knowledge of nuclear logistics processes, provisioning procedures and peculiarities of requirement development as well as tactical and strategic approaches to nuclear supply chain management. Skill in applying specialized analytical methods and techniques to resolve difficult inventory management problems and issues with external/internal mission partners. Ability to analyze historical data, reported usage, trends, failure data, past and future program data and select the appropriate demand planning methods for assigned items. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
