You will serve as a PUBLIC WORKS BUSINESS LINE LEADER in the PUBLIC WORKS BUSINESS LINE of NAVFAC SOUTHWEST.

Duties

You will analyze requirements to create engineering or support services solutions related to facilities sustainment, restoration or modernization issues. You will implement policies and directives issued by the command and other appropriate authorities to meet public works business mission. You will conduct cost analysis for functional areas (e.g., Facility Sustainment, Facility Management, Restoration Modernization) that support Command mission. You will assign work to subordinates based on priorities, difficulty of assignments, or the capabilities of employees. You will identify the training needs of employees to provide developmental training. You will evaluate the performance of subordinates by establishing performance standards.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to maintain a current PROFESSIONAL ENGINEER'S license or ARCHITECT registration
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing and coordinating Public Works Business Line including engineering services such as facility energy management, facilities condition assessments, facility certification (e.g., boilers, vertical transportation equipment/elevators, back flow preventers, unfired pressure vessels, and weight handling equipment), and production management services; 2) Overseeing and coordinating facilities sustainment and services such as fixed price projects, building, utilities production, utilities operations, facilities/utilities repair & construction, recurring/preventive maintenance, and emergency services; 3) Managing facilities support contracts; 4) Ensuring adherence to program policies, processes, and practices; and 5) Managing diverse groups of trades/technical/professional personnel to accomplish the execution of high profile programs/missions.
