About the Position:
The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices such as calculated risk-taking, empowerment, collaborating with industry, and emphasizing diversity in the workforce and professional development. ACC consists of government civilians, military personnel and contractor teams.
Duties
Interpret, advise, and train Government and Contractor personnel, as well as the Acquisition workforce on policies, procedures, and practices relating to Government contract property.
Conduct and complete Property Management System Analyses (PMSA) on Contractor’s Property Management Systems and documenting concise results to determine the adequacy of the associated system.
Monitor contracts to assure adequate control and care of government property, property accountability, and appropriate utilization of government furnished property.
Investigate and determine the liability for the loss of Government property on multiple contract types (FFP, Cost, T/M, R/D, etc.) utilizing the PIEE GFP Property Loss module.
Analyze contractor property management system problems or conflicts in policy and program objectives for contractors complex or non-complex property systems.
Conduct property system surveys as required by the Federal Acquisition Regulation Part 45(FAR).
Conduct Property Management System Audits, as required, as well as ensure contractor’s development of adequate procedures for accounting, protecting, maintaining, utilizing and storing of Government property.
Organize and multitask complex contract actions for Army Contracting Command-Orlando.
Review and approve property control procedures for each contractor and determines the contractor’s liability, if any, for property loss or damage.
Manage government contract property actions from acquisition to the contract closeout process for multiple contract types.
Approve/disapprove the contractor’s property control procedures in accordance with the FAR procedures.
Assure that adequate plans by the contractor for the storage and maintenance of property and materials are implemented.
Serve as the technical expert, with responsibility for the total management, direction, coordination, and implementation of property policies, procedures, and regulations involving the acquisition, utilization, control and maintenance of property.
Provide policy interpretations and controls to measure program effectiveness and responsiveness.
Responsible for devising new and/or improved property management procedures, policies, plans, and programs.
Develop, schedule, and conduct a variety of training for contracting center personnel on proper clause logic, attachments (i.e. Smart form) and justification memorandums.
Review contractor requests for relief of liability for missing, damaged or destroyed property, and provides approval/disapproval if within delegated level of authority.
Represent Army Contracting Command (ACC) – Orlando on matters relative to government property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires temporary duty (TDY) travel up to 10% of the time.

Specialized Experience:
Applicant must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) level in the federal service which includes: 1) Analyzing property management systems/procedures to measure program effectiveness; 2) Performing property management functions and clearance actions; and 3) Establishing Government property capabilities and the requirement for forecasting future program needs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11)

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
