Duties

Primary duties of this position are: Serves as Regional technical expert in industrial hygiene, providing consultation and expert advice to the Lower Colorado Basin Region. Develops program guidance in comprehensive industrial hygiene practices, as required by regulation and organizational needs including but not limited to exposure assessment, hearing conservation, ergonomics, respiratory protection, occupational medical surveillance, chemical hygiene, indoor air quality, radiation, illumination, heat or cold stress, confined space, and asbestos management. Reviews relevant contract specifications, Job Hazard Analyses, and work plans related to work in hazardous environments. Performs analyses and makes recommendations to management on matters associated with office worker environmental health issues. Reviews employee exposure tasks and conducts individual employee exposure assessments. Performs or guides staff in hazardous substances sampling and exposure monitoring and provides interpretations of resulting data. Collaborates with stakeholders to deliver applicable training in the identification, protection, control, and avoidance of occupational health hazards.

MINIMUM QUALIFICATION REQUIREMENTS FOR GS-12: Applicants must first meet the Basic Education Qualification Requirements listed below: Basic Requirement for Industrial Hygienist: The education must be accredited by an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Applicants must meet one of the following requirements: A. Degree: bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; -OR- B. Degree: bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; -OR- Certification from the American Board of Industrial Hygiene (external link) (ABIH). Courses in the history or teaching of chemistry are not acceptable. In addition to meeting the Basic Education Qualification requirements, applicants must have specialized experience as defined below: GS-12: In order to qualify for the GS-12 grade level, your resume must reflect one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. DEFINITION OF SPECIALIZED EXPERIENCE FOR GS-12: Experience must include applying safety and occupational health laws, regulations, principles, practices, and procedures to advise on or resolve complex technical matters dealing with occupational safety and health requirements; and, experience in at least one of the following: safety or occupational health programs; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards to identify potential new hazards; or analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factor: This position requires a current valid Driver's License. Failure to provide proof of such license will cause you to be rated ineligible for this position. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 10/27/2023.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
