Duties
As a Program and Policy Analyst, you will perform the following duties:
Serve as a policy consultant and advisor to effectively implement Federal law and policies related to partnerships with and equitable service delivery to tribal and underserved communities. Maintain situational awareness of policy changes and advise leadership of impacts to stakeholders and partners.
Serve as an expert on diversity, equity, inclusion, environmental justice, and accessibility (DEIJA) and provide guidance to senior officials and managers concerning incorporation of DEIJA into the workforce, workflow, products, services, and programs. Lead DEIJA strategic and implementation planning, including developing and tracking strategies to monitor and evaluate impact and return on investment of diversity and inclusion programs and efforts. Advise staff, supervisors, managers, and leadership on DEIJA matters. Offer informal training to increase awareness and understanding of best business practices, and federal obligations as they pertain to service delivery and partnerships.
Collaborate and build partnerships with National Oceanic and Atmospheric Administration (NOAA) and NOAA's partner programs. Work with NOAA staff to clarify expectations and enhance efforts by regional programs, including Regional Ocean Partnerships, Coastal Zone Management Programs, the National Estuarine Research Reserves, Digital Coast Partners, and National Coastal Resilience Fund to advance meaningful engagement and partnership with rural and underserved communities in the design and development of Inflation Reduction Act (IRA) project outcomes and investments. Coordinate and identify connections with NOAA's other investments and activities that involve Tribes, Tribal Organizations and other under-represented communities.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Identifying policy issues and changes to strengthen partnerships and service to Tribal or underserved communities;
Supporting equity issues, including planning and identifying approaches or actions to advance equity; and
Providing guidance or informal training to share best practices to address equity, including those that support the needs of Tribal and underserved communities.
