This position is located within the Nursing Service of the VA NY Harbor Healthcare System in New York, New York. The Time and Leave Clerk is responsible for the daily and accurate posting of time and attendance for employees in their assigned time and leave (T&L) units to ensure correct coding of the employee's time and payment of salary for Patient Services employees.
Duties

Major duties include but are not limited to:
Records electronically, daily time and attendance for Patient Services employees with different appointments, i.e., part-time, intermittent, fee-basis, and full time;
Provides technical assistance on pay and leave matters to employees, supervisors and other management officials;
Answers questions on leave regulations, procedures and balances;
Advises supervisors on a variety of items pertaining to pay plans, tours of duty, timekeeping coding, premium pay, compensatory time, etc.;
Provides support/back-up to other Time and Leave Clerks as necessary;
Enters premium pay requests (e.g., overtime and compensatory time);
Uses knowledge of employee entitlements to enter the correct holiday, overtime, compensatory time, non-administrative tour differentials, and on-call hours and call back premium pay request codes;
Validates timesheets for supervisor certification to ensure completion by the Payroll deadline;
During payroll processing, works closely with Payroll and Supervisory Nursing staff to ensure all timesheets are validated, certified and transmitted in a timely manner to the Defense Finance and Accounting Service (DFAS);
Prepares corrected timesheets, reviews pending changes (e.g., leave or premium pay requests, schedule changes) and follows up with supervisor to ensure that the timesheets are posted accurately, validated and certified timely;
Maintains timekeeping records and supporting documents in accordance with regulations;
Works closely with supervisors, Fiscal/Payroll, VATAS and/or Human Resources to investigate discrepancies in leave and payment and resolves errors, to correct the employee's pay;
Responds timely to all telephone, email and personal inquiries regarding timekeeping matters, making referrals when appropriate; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 7:30am to 4:00pm

Qualifications
In order to qualify for this position at the GS-5 level, you must meet one of the following:
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-4 level) in the Federal service, that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the position and that is typically in or related to this Time and Leave Clerk position. Specialized experience is completing timekeeping transactions, reviewing documents for missing information, verifying and maintaining records of transactions, answering routine procedural questions, and executing specific timekeeping rules, regulations, and procedures. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. ~OR~
Education: You must have four (4) years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. ~OR~
Combination: Equivalent combinations of successfully completed post-high school education and experience to meet total qualification requirements at the GS-5 level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.NOTE: Your skills must be reflected in your resume and transcripts are required.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
