This position is with the Region 4 Intermountain Region, Regional Office and may be located in Ogden, UT or within the boundaries of Region 4. Duties

You will manage the Regional Soils Program. You will provide leadership for the Regions soil program. You will develop, recommend, and coordinate regional policy and direction for soil survey, ecological unit mapping, and soil resource protection and enhancement. You will modify existing techniques and develop new ones as necessary to address the soil and ecological conditions prevalent in the Region. You will provide the scientific and technical leadership and overall management direction to the soil and watershed restoration programs and activities. You will represent the Region in program reviews and work planning conferences. You will serve on National multi-agency work groups.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Basic Requirement: 0470 Series Degree: Degree: Soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility. OR Combination of Education and Experience: Courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12 Level: you must possess at least one year of specialized experience at or equivalent to the next lower grade level (GS-11). Qualifying specialized experience includes meeting one or more of the following: Provides assistance in planning, design, and implementation of a balanced soils information programs; also assists in the development and implementation of innovative technical soil services, assist in development of soil survey program quality assurance and oversight. For the GS-13 Level: you must possess at least one year of specialized experience at or equivalent to the next lower grade level (GS-12). Qualifying specialized experience includes meeting one or more of the following: Provides guidance and assistance in planning, design, and implementation of a balanced soils information programs; lead in the development and implementation of innovative technical soil services, assist in development of soil survey program quality assurance and oversight. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
