Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Repayment Specialist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Grand Junction, Colorado

Duties

Researches and gathers necessary data for incorporation in various types of contracts, including but not limited to, repayment, operation and maintenance, water service and lease of power privilege. Prepares and documents economic studies required for planning activities. Coordinates and monitor activities associated with water allocation, reallocation, and transfer applications. Assists the development of funding opportunity announcements for the Water Conservation Field Services Program. Researches grant opportunities and other funding sources for technical services that benefit project stakeholders. Collects, assists in management and analysis complex water use data related to water allotments or reallocations.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify for the grade GS-5, you must meet one of the following: A. Have 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4 in Federal service (obtained in public or private sector), that demonstrates the ability to: 1) Assisting in document preparation; 2) processing or receiving billings or payments; 3) preparing or gathering data in preparation for reports; 4) managing records or tracking data in a database. OR Education: 4-year course of study leading to a bachelor's degree. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and education described above. Only education more than the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. To calculate the education percentage, first total your semester hours beyond for first 60 semester hours and divide by 60; then take the number of months of full-time experience and divide by 12 (part-time will be prorated). Add the percentages together. The total must equal at least 100 percent to qualify. Note: You must submit copies of your college transcripts. GS-07: Specialized Experience: To qualify for the GS-07, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing work in two or more of the following: 1) gathering information to draft documents or correspondence ; (2) collecting and input data into tracking databases or spreadsheets; (3) researching and interpreting agency policy or federal laws; (4) assembling data in preparation for technical reports, budget submissions, and/or public information. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-09: Specialized Experience: To qualify for the GS-09, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing work in two or more of the following: (1) processing incoming payments, and/or other actions requiring payment to external organizations; (2) completing billing actions in accordance with contract terms and conditions; (3) formulating and/or interpreting new or existing contracts; (4) responding to inquiries from different agencies or individuals on administrative concerns. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 is required to meet the time-in-grade requirements for the GS-9 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. Qualifications Continued:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education:
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
