This position is with Naval Facilities Engineering Command, Mid Atlantic (NAVFAC MIDLANT), Environmental Business Line, Environmental Planning and Conservation Branch, Environmental Planning Department, at Naval Station Norfolk, in Norfolk, VA

Duties

You will exercise standard practices, methods, and techniques to perform relatively limited assignments in dealing with academic and scientific theories and basic principles of environmental planning. You will review environmental data submitted or available on a specific project to determine potential impacts and the need for and type of environmental documentation required under the National Environmental Policy Act (NEPA). You will serve as Contracting Officer’s Representative (COR) on A/E contracts and task orders to ensure preparation of technically sound, compliant, safe, timely, and cost-effective products. You will work with a variety of software applications, budgeting, travel, and presentations; and conforms to command safety program. You will review and prepare for Environmental Impacts Statements (EISs), in accordance with the National Environmental Policy Act (NEPA) and related special environmental studies You will review projects involving various environmental planning requirements. You will project data and to determine potential environmental impacts for routine projects. You will professionally represent the Navy in meetings and conferences with leadership, state and federal regulatory agencies and the public on environmental planning issues.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assessing the environmental impacts of proposed shore command operations, training and construction actions; 2) Reviewing environmental data on projects to determine potential impacts and the need for environmental documentation under National Environmental Policy Act (NEPA); 3) Preparing and reviewing environmental documents and ensuring compliance with all relevant environmental consultation and permitting requirements including the Endangered Species Act, the National Historic Preservation Act, state coastal zone management requirements, Marine Mammal Protection Act, and federal/state wetland and floodplain laws and regulations; 4) Developing environmental planning policy documents to ensure compliance with DoD and DON regulations, policies and procedures; 5) Leading or being a part of an interdisciplinary team to support the development of environmental planning documents; 6) Communicating, through written or oral means, the environmental impacts of proposed shore command operations, training and construction actions to non-environmental staff and leadership. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

  2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
