Duties
The Chillicothe VA Medical Center has nursing opportunities in different locations through the Medical Center. This open continuous announcement will be used to fill vacancies in all areas of the Medical Center. This announcement will also be used to fill part-time and intermittent positions as well. Duties include but are not limited to: The Department of Veterans Affairs (VA) Nursing Practice provides excellence in healthcare for our Veterans across a continuum of clinical services.
The Licensed Practical Nurses will maintain acceptable standards of practice within a health care setting under the direction and supervision of a registered nurse or physician.
He/she will be accountable for ensuring the delivery of safe nursing care for a group of patients based on their role in the nursing process, taking into consideration each patient's unique cultural needs and developmental stage, progressing from young adult to geriatric.
The incumbent is expected to comply with all mandated annual review requirements, rotate to clinical areas as assigned, and take responsibility for professional development by attending in-services and continuing education.
The purpose of the work is to provide highly skilled comprehensive, compassionate and safe nursing care to patients and to facilitate the health and well-being of patients by promoting and planning for a clean and safe environment on all tours of duty.
The incumbent respects the confidential nature of information concerning patients and their care and assists in maintaining a collaborative and respectful work environment with peers and all members of the treatment teams.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant. Verification can be obtained from the State approving agency or the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC), 61 Broadway, 33rd Floor, New York, NY 10006. Additional information may also be obtained from the ACEN Website. Exceptions include:
Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment.
VHA employees who were converted to appointments under 38 U.S.C. 7401(3) in implementation of Public Law 98-160, enacted November 21, 1983, and for VHA employees converted to appointments under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted October 28, 1986; and for their future personnel actions under this authority. The waiver will not apply to persons appointed under 38 U.S.C. 7401(3) or 7405 after these conversions.
Individuals granted a license by a jurisdiction that does not require graduation from an approved school.
Licensure: Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia. An LPN [LVN] who has or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only when it is not possible to recruit qualified individuals.
English Language Proficiency: Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met.
Preferred Experience: N/A
For the GS-03 level, experience and education: None beyond the basic requirements.
For the GS-04 level, experience: Six months of qualifying experience as an LPN or LVN OR
Experience and Education: Graduation from an approved school and one year of experience that involved nursing care work in a hospital outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures. OR
Education: Graduation from an approved school of at least 24 months duration. LPNs at the GS-4 grade level perform all duties expected of employees at the GS-3 grade level; however, they are expected to exercise greater judgment, require less supervision, and to operate in accordance with all established policies, procedure, and techniques.
For the GS-05 level, experience: Completion of at least one year of qualifying experience at the GS-4 level or equivalent and fully meeting all performance requirements for the GS-4 LPN/LVN. You will be rated on the Knowledge, Skills, and Abilities (KSA's) based on your application for this position. Please make sure that each is addressed in detail in the body of your resume.
For the GS-06 level, experience: Completion of at least one year of qualifying experience at the GS-5 level or equivalent and fully meeting all performance requirements for the GS-5 LPN/LVN. The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-03 to GS-06.
Physical Requirements: Physical qualifications require the ability to stand, walk, bend, and move freely. Must be able to utilize good body mechanics in lifting or restraining patients. Must have good hearing, eyesight, and physical dexterity. Must be clean and neat in appearance. Must be emotionally stable and cooperative. Work is accomplished predominantly on the nursing unit and through escorting to various clinics or hospital areas. The physical surroundings involve working with the acute and chronically physically and mentally ill patients, which may cause discomfort related to negative verbal and physical activities from these patients.
Must be able to pass all requirements according to Optional Form 178 (Certificate of Medical Examination).
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
