AND TIME-IN-GRADE REQUIREMENTS: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: You may qualify at the GS-13 level, if you fulfill the following qualification requirement:  One year of specialized experience in the federal service or equivalent in the private sector to at least the GS-12 level, performing the following duties: 1) Performing business, user, and system requirements gathering from technical and non-technical stakeholders for a major, enterprise-wide or a similar scale project 2) Leading and utilizing repeatable, full lifecycle testing methodologies in support of a major business or systems integration project and 3) Identifying, promoting, and implementing business process improvements as a part of a system development or operations & maintenance environment.You may qualify at the GS-14 level, if you fulfill the following qualification requirement:  One year of specialized experience in the federal service or equivalent in the private sector to at least the GS-13 level, performing the following duties: 1)Lead initiatives to coordinate requirements gathering, design, development, and testing of a major Federal financial commercially available off-the-shelf (COTS) product (e.g., Oracle, Momentum, PeopleSoft, SAP, etc.) operating with an 11, 12 or 19 Oracle database 2) Lead initiatives to coordinate and utilize project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring project activities, and evaluating and reporting accomplishments and 3) Lead initiatives to coordinate business transformation to achieve improvements in organizational efficiencies, effectiveness and increased stakeholder satisfaction.  Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
