This position is located in the Department of Education, Federal Student Aid, Financial Management Systems Group, IT Operations & Development Division in Washington, DC.

As an IT Specialist, GS-2210, 13, you will be responsible for:

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.  https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ BASIC REQUIREMENTS:  You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.1. Attention to Detail -Is thorough when performing work and conscientious about attending to detail.2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND TIME-IN-GRADE REQUIREMENTS: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: You may qualify at the GS-13 level, if you fulfill the following qualification requirement:  One year of specialized experience in the federal service or equivalent in the private sector to at least the GS-12 level, performing the following duties: 1) Performing business, user, and system requirements gathering from technical and non-technical stakeholders for a major, enterprise-wide or a similar scale project 2) Leading and utilizing repeatable, full lifecycle testing methodologies in support of a major business or systems integration project and 3) Identifying, promoting, and implementing business process improvements as a part of a system development or operations & maintenance environment.You may qualify at the GS-14 level, if you fulfill the following qualification requirement:  One year of specialized experience in the federal service or equivalent in the private sector to at least the GS-13 level, performing the following duties: 1)Lead initiatives to coordinate requirements gathering, design, development, and testing of a major Federal financial commercially available off-the-shelf (COTS) product (e.g., Oracle, Momentum, PeopleSoft, SAP, etc.) operating with an 11, 12 or 19 Oracle database 2) Lead initiatives to coordinate and utilize project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring project activities, and evaluating and reporting accomplishments and 3) Lead initiatives to coordinate business transformation to achieve improvements in organizational efficiencies, effectiveness and increased stakeholder satisfaction.  Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
