The purpose of this Interdisciplinary position is to perform a full range of complex management cultural resources support functions in multiple fields of study including history, cultural anthropology, archeology, and museum curation responsible for program development and implementation.

Duties
Use professional knowledge of cultural resources, principles, and concepts in multiple fields of study including history, cultural anthropology and archeology of the American Southwest, and museum curation.
Review and evaluate program needs to develop priorities, strategic plans and workplans for the management of the park's cultural resources.
Manage park museum collections and coordinate documentation, preservation, protection, exhibition, and use of collections according to policy and regulations.
Develop and maintain effective working relationships with Native American tribes, other traditional associations, and related groups, agencies, and the public.
Provide technical guidance on the preservation and maintenance of historic structures, both adobe and Mission 66 buildings.
Identify research needs, prepare requests for proposals or statements of work, and provide oversight for research projects and management of the program.
Conduct or coordinate the NHPA and Section 106 review of projects to assure protection of cultural resources and compliance with service-wide programmatic agreements and all applicable federal laws.

All qualifications must be met by the closing date of this announcement-10/26/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position under the basic qualifications for Historian, GS-0170 at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
- Degree: possess a 4-year degree in history; or related field that included at least 18 semester hours in history;
-OR-
- A combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.
To qualify for this position under the basic qualificaiotns for Anthropology, GS-0190 at the GS-11 grade level you must possess at least one of the following minimum qualifications by close of the announcement:
-Degree: possess a 4-year degree in an appropriate field of anthropology.
-OR-
- A combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience, or additional education.
-OR-
- Possess four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.
To qualify for this position under the basic qualifications for Archeologist, GS-0193 at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
- Degree that included 3 semester hours each in the following course areas:
- History of archeology.
- Archeology of a major geographical area such as North America or Africa.
- Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
- Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
- Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
-AND-Six semester hours of related course work in:
- geography, geology, or cultural geography;
- history, historiography, or historical archeology;
- environmental studies;
- scientific writing (nonfiction English composition); and/or- surveying;
-AND-
archeological field school. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A. 1 (including archeological field school).

A combination of education and experience - college-level education or training that provided knowledge equivalent to that described in above, plus appropriate technical experience or additional education.

Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
IN ADDITION to meeting the basic entry qualification requirements above in one or more of the listed interdisciplinary series, applicants must have specialized experience and/or directly related education described below.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors).
This experience includes activities such as: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Cultural Resource Program Manager, and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include but is not limited to:
(1) Assisted and provided information, data and contributions for the preparation of historic preservation documentation, compliance, and background materials for clearances, permits, licenses, as required by Section 106 and Section 110 of the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Archeological Resources Protection Act (ARPA), NPS Management Policies, and cultural resources management guideline for park undertakings.
(2) Used basic knowledge of the laws, regulations, policies and procedures that govern cultural resources management in providing advice and assistance to park staff concerning implementation of NPS programs pertaining to the identification, preservation, and enhancement of cultural resources.
(3) Have developed and maintained liaisons and effective working relations with related groups and individuals, agencies, and the public, for example, maintain continuing consultative or collaborative relationships, with State Historic Preservation Office staff and/or Tribal governments. You must include hours per week worked.

EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to this position such as history, anthropology, or archeology. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take an equivalent combination of such education and experience, for example, I have six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level college study as defined above in an accredited institution (50% of the qualifying education). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
