This position is located in the Department of Veterans Affairs, Veterans Benefits Administration, Support Services Division (SSD). The incumbent serves as a financial administrative specialist working independently with internal and external customers on operational matters and on exercising program responsibility.

Duties

Major Duties: Provides detailed advice to staff members and station management to help them determine courses of action on various matters, identify financial data, conduct appropriate analysis for any given situation, and document results in narrative format with comprehensive conclusions and recommendations. The incumbent meets and confers with management to recommend using available statistical data in decision-making processes. Leads special studies and analysis affecting financial operations. Responsible for the examination, certification and auditing of vouchers submitted for payment by and for the Regional Office. These include, but are not limited to: Vocational Rehabilitation and Education (VR&E) program expenses and reimbursements (which include educational tuition, books, and fee reimbursements for institutes of higher learning; personal expense reimbursements; employment adjustment allowance awards; and vouchers for beneficiary travel); and special payments (such as initial automobile adaptive equipment grants, subsequent auto adaptive modifications to authorized veterans, specially adaptive housing payments, and Equal Access to Justice payments). The incumbent is the principal point of contact for inquiries regarding sensitive accounts receivable issues, complex audits, and unusual out-of-system payments. Suspends illegal or improper amounts claimed on vouchers / invoices, and reports suspected fraud, waste, and abuse to the appropriate officials. Provides a detailed explanation of accounts either by phone or through email correspondence. Provides a complete report of the audit of these accounts to Veterans, Veterans' relatives, and I or other offices or financial institutions. Promotion Potential: None. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administering an agency benefits payment program. Experience in the functional aspects of the finance section to include completion of financial statements, cost reports, and balance sheets. Maintaining an organization budget for staff expenditures. Providing accounting analysis and advice to senior management officials Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items.
