This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Welder and performs a variety of complex work in the maintenance and repair of a dredge, towboats, barges, floating plant, Service Base buildings and grounds, and, the structural and mechanical features of locks and dams.
Duties
Utilize a wide range of manual welding processes and welding standards.
Utilize templates, jigs, drawings and/or other guides to repair, modify and/or fabricate metal items.
Plan and/or prepare work from blueprints, sketches, drawings, specifications, work orders or verbal instructions, and/or self-observation in order to complete welds.
Direct the efforts of helpers involved in cleaning surfaces, filing welds, holding and/or positioning parts to be welded or similar work.
Apply accepted trade methods and/or techniques to layout, install, align, repair, overhaul, and/or maintain a variety of equipment or fixtures which are part of lock and dam facility operating equipment.
Ensure complete penetration of materials when required as well as complete fusion of base and filler metals.
Maintain welding standards and techniques approved by the American Welding Society.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to observe established safe working procedures; and, wear appropriate protective clothing and/or equipment to minimize or eliminate hazardous conditions.
- IAW ER 385-1-40, pre-employment and position change physicals are required.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Welder ~ without more than normal supervision. I am skilled in fabricating, cutting, assembling, and /or modifying various metals or alloy, applying a variety of manual welding processes to make difficult welds, and leading a group in accomplishing trades and craft work involving welding and equipment repair and mechanic work. - Failure to meet this Screen out Element will result in an ineligible rating.

Physical Efforts: Duties require lifting and maneuvering heavy tools, materials and equipment. The work involves standing, walking, stooping, bending, kneeling, climbing, and crawling. Work may be done in awkward and cramped positions. Frequently handles objects weighing from 20 to 50 pounds and, occasionally lifts objects weighing in excess of 50 pounds when setting up work and equipment, and when completing assignments.
Working Conditions: Work is done indoors and outdoors, sometimes in bad weather. Work involves exposure to infrared and ultraviolet radiation, heat, cold, flying sparks, glare of torches and heated materials, possibility of eye injuries, electrical shock, burns, cuts, bruises, and sprains. Works on parts or systems which are dirty, oily, or greasy. Subject to drowning when working from boats. Subject to hot, cold and inclement weather when working on a vessel and during field repairs. Subject to the motion of the vessel, and to the possibility of drowning when working on a floating vessel. Works from man-lifts/baskets at above average heights. Subject to cuts and abrasions from use of hand tools.
