Veterans Integrated Service Network 10 Human Resources Management Service (VISN 10 HRMS) is currently recruiting for a full-time Human Resources Assistant (Employee Benefits), GS-0203-6/7. The incumbent will function at the Columbus VA Medical Center.
This position is not virtual or remote and the incumbent may be required to physically be onsite. Telework may be eligible after successful demonstration of basic benefits knowledge and completion of training requirements.
Duties
Personnel Actions
Performs a variety of duties in connection with the processing of personnel actions for employees under different personnel systems, including Title 5, Title 38, and Hybrid Title 38 employees in the excepted and competitive service, maintaining electronic official personnel folders (e-OPF) and generating and maintaining records and reports.
The incumbent will be responsible for daily monitoring of personnel information systems for actions related to the duties of the section, follows up with employee or service as appropriate for any missing information. Initiates all personnel action requests related to benefits, leave, and records. Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action.
Determines employees' benefits eligibility.
Incumbent is responsible for using the DFAS Remedy system to initiate corrections relating to the duties of the section.
Assists with suspense's related to duties of the section; ensures accuracy of information, maintains suspense documents, and follows up on overdue suspense notices with appropriate individuals.
Provides technical guidance, information, and assistance for the Reasonable Accommodation program.
Evaluates sensitive personnel issues and counsels employees on the requirements of viable options.
Worklife Benefits/Reasonable Accommodation Programs
Provides support to current staff and prospective staff responsible for starting, stopping or changing employee benefits upon request. Incumbent supports the work-life programs within HR including; Compressed Work Schedules, Telework program, Disabled Veteran Leave, Child Care Subsidy and Transit Benefits. Serves as a point of contact for medical centers and other facilities and provides information regarding the worklife programs.
The incumbent provides administrative support by responding to questions, complaints, problems or situations, and providing explanations of HR policy in WLB/RA.
The employee assembles WLB/RA case files and obtains information from relevant sources necessary for the HR Specialist to determine appropriate guidance/advice to management.
Maintains, monitors and follows up on suspense items and reports.
Prepares correspondence, reports, forms, and other documents required to complete actions.
Assists the Specialist with the preparation of Reasonable Accommodation offers and Equal Employment Opportunity document requests and hearing files.
New Employee Support
Maintains and presents up-to-date benefits information for including FEHB, FEGLI, TSP, Leave Programs and retirement.
Ensures all new hires forms are appropriately uploaded to e-OPFs and obtains all required insurance information to enroll employees in health benefits or life insurance. Responsible for enrolling all new employees into the TMS system and crediting training into user accounts.
Records Maintenance
The incumbent follows up on the status of leave records and medical records for separated employees using information systems as directed by the agency.
Audits e- OPFs prior to transfer of folders to the National Personnel Records Center or other personnel offices by purging temporary materials, ensuring that final personnel actions, leave records and medical folders are included. Audits e-OPFs in accordance with regulation, to ensure the contents of the e-OPFs are valid.
Maintains current files on accessions and separations using information systems.
Processes and documents HR actions in Reasonable Accommodation.
The incumbent processes RA requests that require knowledge of forms, authorities, action codes, regulatory authorities or additional pay systems, and employee categories in HR Smart.
Administrative Duties
Answers questions and/or provides completed forms concerning personnel actions and processing.
Responds to inquiries on procedures for Leave Programs and Reasonable Accommodation requests concerning timeliness, process, and documentation required.
Screens questions or complaints to accurately determine the nature or scope of the problem, resolving issues that can be satisfied by an explanation of HR policies.
Guides supervisors to the appropriate HR Specialist for advice regarding compliance with bargaining unit agreements and VA Handbooks.
The incumbent maintains and updates a variety of computerized databases, maintains statistical data necessary to comply with the reporting requirements of the Network/VACO, records and gathers data and prepares reports.
The incumbent collects information and prepares draft responses to Freedom of Information and/or Privacy Act requests.
Work Schedule: Monday - Friday - 8:00 a.m. - 4:30 p.m.

GS-06 Specialized Experience: Must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of preferred specialized experience would typically include, but are not limited to: Knowledge of laws, regulations, Executive Orders, agency HR policies and procedures. Knowledge of agency organizational structure, management policies, procedures and practices. Ability to communicate ideas clearly both orally and in writing. Knowledge of qualitative and quantitative analytical techniques.
There is no educational substitution for the GS-06 level.
GS-07 Specialized Experience: Must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of preferred specialized experience would typically include, but are not limited to: Comprehensive and thorough knowledge of laws, regulations, Executive Orders, agency HR policies and procedures, court decisions and issues as they pertain to the assigned areas of responsibility. Knowledge of agency organizational structure, management policies, procedures and practices. Knowledge of, and skill in applying, legal research methods, information- gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts, commissions, and administrative bodies have rendered. Ability to communicate ideas clearly both orally and in writing. Ability to use qualitative and quantitative analytical techniques to make informed judgments on problems and issues.
There is no educational substitution for the GS-07 level.
