This position is located at the Navajo Area Office, Division of Information Technology (DIT), Saint Michaels, AZ. The primary purpose of this position is to provide a complete range of computer consultation and support services for the medical and administrative programs of the Navajo Area Indian Health Service (NAIHS) to include the Navajo Area Office, Service Units and their satellite health centers and clinics.
Duties
Evaluates major investments in Information Technology (IT), and is responsible for their subsequent periodic review based on performance measures.
Oversees and manages risks associated with major information systems and IT. Reviews department information resources for fraud, waste, and abuse to avoid having redundant resources, in conformance with the Clinger-Cohen Act.
Serves in the role of a Contracting Officer's Representative (COR). Manages $50,000+ purchases and other complex purchases.
Serves as subject matter expert for IT purchases and is the point of contact for the Area Office Acquisition department and Service Unit IT department to answer any questions related to IT purchases.
Analyzes workflow, access, information, and security requirements; designs router, core and edge switch administration, including interface configuration and routing protocols, including but not limited to Wireless Networks.
Establishes networks by evaluating network performance issues including availability, utilization, throughput, and latency; by planning and executing the options, installation, configuration, and testing of equipment; by defining network policies and procedures; and by establishing connections and firewalls.
Manages, operates and secures computer hardware and software systems, servers, voice services, storage devices and network connectivity to centralized network systems in datacenters, main distribution frames (MDFs), remote intermediate distribution frame (IDFs), and remote branch networks.
Performs maintenance, installation, monitoring, and securing technologies. Maintains the performance and efficiency of capacity planning, replacement, upgrades and redesign of technologies of the information systems.
Provides leadership in the planning, concept, requirements, design, construction, delivery, evaluation, and closeout of major departmental projects and oversight through project rollout and performs post implementation performance assessments.
Qualifications

BASIC REQUIREMENT(S): Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-12: One (1) year specialized experience equivalent to the GS-11 grade level and possess COR Level I certification.
GS-13: One (1) year specialized experience equivalent to the GS-12 grade level and possess COR Level II certification.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12 Specialized Experience examples: Experience assisting in the planning, developing, and evaluating an IT program or IT Department to support business and medical objectives of the health care delivery facility servicing. Experience maintaining up to date agency information technology policies and standards. Experience preparing, maintaining, and monitoring IT Department budget, analyzing costs of maintaining and IT Department and overall utilization of resources required to meet the organizations information system requirements.
GS-13: Specialized Experience examples: Skill in advanced IT principles, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services consists of the management of clinical, administrative, and infrastructure information resources for an integrated, multi-disciplinary health delivery system. Experience in performing cost benefits analysis and favor alternatives to minimize costs in order to insure quality IT support and needs of the organization are met.
SELECTIVE PLACEMENT FACTOR:
GS-12: Must possess and maintain a Contracting Officer's Representative (COR) level I certification or equivalent. After 12 months of hire, incumbent must have obtained a COR level II certification to be considered for promotion to the GS-13 grade level.
GS-13: Must posses and maintain a Contracting Officer's Representative (COR) Level II certification or equivalent.
Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
