THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RESILIENCE AND RISK REDUCTION COORDINATOR (TITLE 5), T5421000 (GS-09) / T5010000 (GS-11) and is part of the OR CMD ADMIN OFFICE, National Guard.

Duties

As a RESILIENCE AND RISK REDUCTION COORDINATOR (TITLE 5), GS-0101-9/11, the purpose of this position is to serve as the Program Manager for the MILPO Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP) to accomplish the Army National Guard's goal to help Soldiers, families and units develop the resiliency to overcome and respond positively to adversity, while simultaneously to minimize risky behaviors and suicides. These efforts will be implemented through guidance, advice, and decision support to the ARNG. Position is responsible for providing leadership, direction, and guidance in the performance of such functions as: (a) developing, monitoring, revising, coordinating, and implementing a resilience/risk reduction/suicide prevention program that reduces incidents of high-risk behaviors. (b) developing, monitoring, revising, coordinating, and implementing resilience training, risk reduction and suicide prevention policies and programs. (c) providing in-depth research resulting in new doctrine, training, and mitigation of risks (d) providing continuity and coordination expertise for issues affecting soldiers and civilians; (e) serving as a quick reaction capability to gather relevant data and information for the Army National Guard (ARNG), and then advise on courses of action; and (f) coordinating and implementing components of resilience training to help shape positive behaviors and successful reactions to traumatic experiences. 1. Performs duties as the Resilience and Risk Reduction Program Coordinator that requires the incumbent to analyze trends by utilizing qualitative and quantitative measures to ensure the effective implementation of the Program. Utilizes scholastic research that encompass principles, theories, and findings in industrial/organizational psychology, psychometrics, experimental design/evaluation methodology, education and training technology, and cognitive psychology in order to modify, revise, improve or create ARNG programs. Recommends, develops, coordinates, and disseminates policies and ARNG guidelines. Provides senior leadership with statistical reports. Reviews national and international resilience, risk reduction and suicide prevention initiatives, and considers applicability for ARNG. Maintains ARNG wide suicide surveillance to establish any emergent high-risk trends and/or provide early warning when factors might lead to increased suicides. Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, establishment of objectives and policies pertaining to risk reduction, and suicide prevention. Prepares and delivers oral presentations to include briefings, speeches, and training sessions to civilian, and military audiences. 2. Serves as the staff consultant on all aspects of the Resilience, Risk Reduction and Suicide Prevention Program and training and is the focal point for analysis on a full spectrum of issues affecting Soldier accession and recruitment. Plans and develops approaches, methodologies, policies, and procedures for attacking major problems frequently characterized by a lack of precedent studies to expand knowledge in the area. Assesses feasibility of new institutional training and performs research in support of findings from assessment visits. Develops partnerships with state, local and community agencies to support the R3/SPP. 3. Serves as the Resilience and Risk Reduction Program Coordinator with the responsibility for the overall planning, developing, coordinating, implementing, standardization and promoting of a comprehensive and effective program aimed at the reduction of Soldier and civilian high-risk behaviors (e.g., domestic violence, drug and alcohol, suicide, etc.). Recommends policy, procedures and methodologies to commanders to assist them in reducing both the probability and severity of high-risk behaviors. Provides program guidance to technical specialists involved in readiness, resiliency and retention throughout the ARNG. Identifies new resilience, prevention and intervention behavioral risk management programs. Analyzes reports and statistical data, and coordinates with subject matter experts. 4. Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, and the establishment of objectives and policies pertaining to resilience and risk reduction. Plans and coordinates efforts of committees tasked with R3/SPP oversight. Delivers oral presentations to include briefings, speeches, and training sessions, in areas of technical expertise. 5.   • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 days per year unless approved in advance by the TAG.

AREAS OF CONSIDERATION: Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214) GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS: Work involves supervising or performing work required to manage or direct one or more programs, including appropriate supporting social science service organizations. GS-0101-09: One-year of specialized experience, education or training equivalent to at least the next lower grade level analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Experience utilizing the organization, its mission and the organizational staff procedures. Experience interacting with a variety of groups and/or individuals; and the ability to apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a social science procedural or factual nature. GS-0101-11: One-year of specialized experience, education or training equivalent to at least the next lower grade level analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below.

Education

Degree: behavioral or social science; or related disciplines appropriate to the position (GS-09 requires two full years of progressively higher-level graduate education leading to a master's degree or equivalent that included at least 24 semester hours of course work in the behavioral or social sciences. GS-11 requires three full years of progressively higher-level graduate education leading to a Ph.D or equivalent Doctoral degree that included at least 24 semester hours of course work in the behavioral or social sciences).

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
