The Healthcare Engineer is located within in the Engineering Service of Tennessee Valley Healthcare System (TVHS). The position determines the requirements for healthcare projects in relation to the needs of the medical centers and outpatient clinics. Duties and responsibilities of this position include the project development, and management of design and construction, facility engineering, maintaining construction specifications and drawings, etc.
Duties
The Healthcare Engineer work requires a broad knowledge of all Engineering disciplines, such as Architectural, Civil, Mechanical, Plumbing, Electrical, Structural and Fire Protection. Performs project development, programming, planning and design production, plumbing, etc. The incumbent's duties will be determined upon selection at what grade level selected at. Full Performance is GS-12, major duties include, but are not limited to:
evaluates programs and projects for compliance with all environmental, safety and security standards.
coordinates construction activities for assigned projects.
coordinates and monitors the scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction.
oversees architect-engineer and construction contracts
manages assigned medical center construction projects, space functional changes, and associated project development with respect to medical technologies and medical-related technologies.
coordinates project work to minimize the impact to patient care operations
coordinates and monitors projects and answers design problems for the multi-disciplinary projects including all components of the project life cycle from initial project development, programming and concept to design to construction, project completion and warranty periods.
prepares correspondence, technical reports, estimates, fact sheets, progress reports, schedules, progress payments, and close-out documents as required to complete project assignments.
execution of project management processes as a certified project manager for Minor construction projects and Non-Recurring maintenance construction projects which are important aspects to supporting the agency's operating programs and the overall environment of patient care and safety.
develops specifications and plans for alterations, additions to existing buildings, grounds, utility plants and systems, as well as for preparing the site for the installation of highly complex medical equipment
managing and dealing with constantly changing priorities and deadlines based on engineering workload.
responsible for training the facility maintenance staff on new equipment or complex utility systems to ensure the staff have the comprehensions, qualifications and understanding of the systems to maintain and operate.
responsible for inspecting and coordinating the work of contractors and vendors during completion of projects and recommends payment or acceptance or rejection of work performed.
evaluates how to accomplish the requirements of the project, determines the associated risks within the healthcare facility and identifies ways to mitigate project risk.
analyzes problems that arise in relation to the operation and maintenance of the facility and devises the proper solution for these problems, recommends and/or seeks the special professional skill for problems beyond the technical ability of facility staff.
monitor and report on construction and utilities management program.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates will not be appointed under authority of 38 U.S.C.chapters 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part
Education/Experience: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;

Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;

Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the Basic Requirements, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade:
GS-7 (Entry Level) - Applicants will need to meet the Basic Requirements listed above.
GS-9 - Candidate's must have one year of experience equivalent to the GS-7 grade level. Specialized Experience at this level includes: (a) Knowledge of the principles, theories, concepts and practices of the engineering profession. (b) Ability to interpret relevant codes, regulations, guidelines and standards to make recommendations to assure compliance with healthcare facility programs. (c) Ability to understand the operational professional engineering needs of clinical services in the healthcare system. (d) Ability to prepare material on current technical topics and trends for presentation to other technical staff and mid-level hospital management and to keep abreast of changes in engineering technology related to a healthcare facility.
GS-11 - Candidate's must have one year of experience equivalent to the GS-9 grade level. Specialized Experience at this level includes: (a) Knowledge of either mechanical, electrical, structural, civil or other engineering/architectural principles, practices and their applications in the healthcare environment. (b) Knowledge of basic project management principles as applied to the healthcare setting. (c) Ability to apply healthcare engineering related standards, codes, policies and regulations, inclusive of, state and local codes. (d) Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy. (e) Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare. (f) Ability to advise staff on emerging engineering technology related to a healthcare facility, while keeping abreast of changes in such technology and utilizing the information to solve healthcare facility engineering challenges.
GS-12 (Full Performance Level) -Candidate's must have one year of experience equivalent to the GS-9 grade level. Specialized Experience at this level includes: (a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment. (b) Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. (c) Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards. (d) Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures. (e) Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. (f) Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
Preferred Experience: The ideal candidate will be an engineer with healthcare project construction and design experience.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-7 to GS-12.
Physical Requirements: The work environment involves risks or discomforts that require safety precautions typical of such places as boiler rooms, chiller rooms, mechanical spaces, sub-basements, construction sites, etc. Typical office work areas are adequately lighted, cooled/heated, and ventilated. The incumbent must also occasionally work outdoors in all types of weather. There may be occasional exposure to moderate risks, discomforts or hazardous waste. The work is primarily sedentary, although daily physical effort shall be required, e.g., walking, standing, climbing ladders and steps, crouching, crawling, kneeling, and carrying items such as ladders, construction drawings/specifications, manuals, equipment cases, and driving or traveling by motor vehicle.
