The incumbent of this position will serve as an Accounting Technician for Atlanta, GA VAMC Finance Department. The incumbent will be expected to perform duties as assigned. The primary purpose of this position is to perform a variety of duties encompassing classifying accounting transactions; maintaining and reconciling accounts; closing accounts and preparing reports and statements; and analyzing accounting date; and examining accounts.
Duties
The selected employee will serve as an Accounting Technician for Atlanta VAMC, Finance Department. As such, the primary purpose of this position is to perform a variety of duties encompassing classifying accounting transactions; maintaining and reconciling accounts; closing accounts and preparing reports and statements; and analyzing accounting data; and examining accounts.
Major duties include but not limited to:
Reconcile monthly listing of accounts payable with the general ledger and miscellaneous obligation documents sheets.
Researches cause of discrepancy and initiates necessary adjustment action.
Research current accounts, historical data, and source documents to develop detail information of the status of various transactions, account balances, changes during a period or other specified information.
Codes transactions and processes material through data processing for application in the accounting system.
Review various commitment and obligation documents to ensure completeness of data, accuracy of computation, appropriateness of monetary data, and validity of accounting classification.
Code each document and/or line item on a document to be used as input to update the general ledger accounts, mechanized journals, cash ledger, appropriation reimbursement ledger and cost ledger.
Prepare monthly reports and reconciliations for submission, including unfunded accounts receivable reports, reconciliation of accounts receivable, and the reconciliation report.
Researches and determines cause of discrepancies; makes necessary adjustments to reconcile accounts.
Assigns appropriate accounting transaction codes to documents to reflect the activity listed.
Reviews and examines statements and source documents, verifies information against guidelines and supporting files, ensures that sufficient funds have been obligated and totals are correct.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04 grade level.
For a GS-06 position you must have served 52 weeks at the GS-05 grade level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience (GS-5): You must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to:
Knowledge of existing accounting systems, stand accounting code, classifications, and terminology.
An understanding of agency accounting policies procedures and requirements.
Ability to apply various accounting methods, forms, and techniques.
Broad understanding and theoretical knowledge of accounting acquired through professional education and training.

A combination of education and experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Transcripts Required)
Specialized Experience (GS-6): You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to:
Knowledge of a wide variety of interrelated steps, conditions and procedures or processes required to assemble, review, and maintain a complex accounting, budget or other fiscal transactions.
Proficient with various accounting, budget or other financial regulations, laws, and requirements to ensure compliance and recommend action.
Experience with a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information.
Understanding of automated accounting and budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations.
Knowledge and proven experience with extensive and diverse accounting, budget or other financial regulations, operations, and procedures governing wide variety of type related transactions to resolve nonstandard transactions, complaints, discrepancies, provide advice.

Physical Requirements: The work is primarily sedentary. However, there may be some walking, standing, bending, and lifting of items such as papers and books.
Work Environment: The work is typically performed in an adequately lighted and climate-controlled office.
