This position is located in a state office of the Natural Resources Conservation Service (NRCS). in Casper, WY.
The incumbent serves as Program Analyst on Programs Staff with the responsibility of application reviews, modification processing, and gathering data regarding modifications, cancellations, terminations, etc. and analyzing common reasons for these program actions that support the management and delivery of Farm Bill programs in the state.
Duties
Serves as a liaison between field staff, participant landowners, and program specialists to ensure obligation integrity and adherence to financial assistance and contracting policies and procedures.
Tracks Farm Bill program accomplishments, including funding status and fund obligation, utilizing data bases and spreadsheets.
Coordinates with staff and participant landowners on management of NRCS Farm Bill program application eligibility and enrollment.
Provides analyst service to program applications contracts, acquisition, and monitoring processes in assigned area.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Minimum Qualifications Requirement:
Specialized Experience for GS-07: To qualify for the GS-07 grade level, you must possess at least one year of specialized experience, equivalent to the Federal GS-05 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience include performing assignments, projects or studies related to administrative business operations and programs; resolving procedural problems or issues based on knowledge of well-established administrative and technical methods to perform assignments; providing administrative management support based on knowledge of mission and function, goals and programs.
OR Education Substitution: 1 year of graduate-level education in a related field.
OR Superior Academic Achievement: To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society.
OR Combination of Experience and Education: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience for the GS 09: To qualify for the GS-09 grade level, you must possess at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience include performing assignments, projects or studies related to administrative business operations and programs; applying analytical and evaluative techniques and skills to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; producing a variety of technical and narrative reports to document planning and application work.
OR Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., or J.D., if related.
OR Combination of Experience and Education: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
