VA Caribbean Healthcare System is looking for a Supervisory MED Technologist (Phlebotomy). As the Supervisory Medical Technologist for the phlebotomy staff with responsibility for their performance. The incumbent oversees the daily operation of the phlebotomy unit, ensures that agency policies and priorities are being followed, develops performance standards, and evaluates work performance of subordinates.

Duties

The phlebotomy supervisor is responsible for assignment of work performed; performance evaluations; recommendations for appointment, awards, advancement, and disciplinary actions; identification of continuing education and training needs. The individual ensures compliance with accrediting agency and regulatory requirements; establishes and monitors the quality of pre-analytical processes as part of the overall laboratory quality management program and initiates corrective action. The duties and responsibilities of the Supervisory MED Technologist (Phlebotomy) include but are not limited to the following: The incumbent performs the full range of supervisory duties and is responsible for the overall supervision of the section(s) specified. This includes conducting interviews, recommending appointment, development of performance standards, writing functional statements or position descriptions as required, evaluating work performance, counseling of employees whose performance is marginal or unsatisfactory, and initiating disciplinary actions when necessary, hearing and resolving complaints from employees. Takes responsibility for the day-to-day supervision of the section, sets short and long-term goals, prepares work schedules, and assigns duties and provides instruction to subordinates to assure efficient and timely performance of all tests and procedures. Is responsible for the granting of leave to subordinates in the assigned T &L group and communicates with other section supervisors and management as necessary to assure adequate lab coverage. Adjusts staffing levels or work procedures. Collaborates with other supervisors in completing the laboratory scheduling process. Works as a technologist and phlebotomist and accomplishes duties specifically assigned to staff in the section(s) supervised. Works off-hour shifts, weekends, holidays, and in other sections of the laboratory. Writes test procedures conforming to CLSI standards. Reviews assigned procedures annually and updates the procedures to reflect needed changes. Utilizes the Laboratory document control system to assure proper authorization and notification of procedural changes. Is responsible to assure compliance with Hazardous Shipping Regulations. Is responsible for the Quality Assurance programs for phlebotomy. Prepares reports as requested. Is responsible for assuring accreditation regulations for phlebotomy by regulating and accrediting agencies such as CAP, JCAHO, and OSHA. Assures that all employees under his/her supervision are aware of and abide by the appropriate hospital and laboratory safety regulations. Responsible for maintaining the work area in a clean environment appropriate for the Section. Assists employees in obtaining continuing education and determining their training needs. Assures orientation, training, and competency assessment of staff upon initial test performance and annually thereafter. Implements and monitors quality management activities and establishes quality assurance programs designed to measure the care, calibration, standardization, and use of equipment in the section. Controls the collection of data and prepares final reports for the section administrative reports. Knowledgeably exercises judgment in selecting the most reliable procedures to be followed when presented with specimens submitted under varying conditions. Should possess basic personal computer skills, particularly the ability to use programs for word processing, spreadsheets, and data management. Ensures activities associated with process improvement, customer service, data driven decision making, or team driven change are accomplished. Ensures staff members complete the current mandatory hours of continuing education. Ensures a team approach to daily work and promotes problem solving among the staff. The incumbent accepts and resolves technical problems that cannot be solved at lower level and rarely refers problems to higher authority. Assures corrective action is initiated when test performance deviates from established performance specifications. Serves as a point of contact for persons outside the service to inform, mediate, investigate, or solve problems and complaints, and conduct business. Persons outside the service includes care providers (physicians, nurses, physician assistants), vendor and equipment sales and service representatives and other hospital employees including those from engineering, personnel, security, pharmacy, and others. The incumbent should endeavor to be courteous and professional and encourage the other medical technologists to conduct themselves likewise. Work Schedule: Monday - Saturday, rotating shifts that may include but not limited to 7:00 am - 3:30 pm, 6:00 am - 2:30 pm, 8:00 am - 4:30 pm. Basic Requirements: Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part. Education and/or Experience Combination (Supply Transcripts): (1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND, completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. OR, (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND, two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR, (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND, five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Foreign Graduates: Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following: (1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. (2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination. Certification: Candidates must possess certification requirements below, and Puerto Rico Registry is required (Supply Registry Documentation). Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations GS-11: (a) Experience: Must have 1 year of creditable experience equivalent to the full performance level (GS-9), which is directly related to the position to be filled. OR, (b) Education: Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field. Supervisory Technologist. The incumbent has full supervisory responsibility for smaller, less complex laboratories or laboratories having no GS-11 positions subordinate to the supervisor. Employees in this assignment perform the full range of supervisory duties for one or more sections of the laboratory, including responsibility for assignment of work performed; performance evaluations; recommendations for appointment, awards, advancement and disciplinary actions; identification of continuing education and training needs. The individual ensures compliance with accrediting agency and regulatory requirements; establishes and monitors the quality of the pre-analytical processes as part of the overall laboratory quality management program, and initiates corrective action. This individual will develop policies and procedures, manage document control, develop performance standards, position descriptions and functional statements. Responsible for professional and administrative management of an assigned area, to include budget execution, orientation and competency assessment of assigned staff. The supervisor will maintain effective interdepartmental relations with other services in order to accomplish medical center goals. In addition to the experience or education above, the candidate must demonstrate the following KSAs: a. Knowledge of Federal and state laws, regulations and accrediting/regulatory requirements in order to develop plans and procedures for the laboratory. b. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff. c. Demonstrated leadership and managerial skills including skill in interpersonal relations and conflict resolution in order to deal with employees, team leaders and managers. d. Ability to perform the full range of supervisory duties which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements and disciplinary actions. e. Ability to plan, organize, set short and/or long term goals and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc. f. Knowledge of concepts, principles and methods of clinical laboratory technology and operations. References: VA HANDBOOK 5005/72 PART II APPENDIX G24 Physical Requirements: May be required to stand, bend, stoop, lift and kneel for long periods of time. Must also be able to lift moderately heavy objects, climb ladders and stairs, and maintain self-control in difficult and stressful situations. Working in a clinical laboratory also involves regular and recurring risks to infectious substances and irritant reagents. Required to wear protective clothing and take safety precautions (Reference VA Directive and Handbook 5019). The physical demands of the work are moderate. The work includes the ability to maneuver in and behind instrumentation for troubleshooting and maintenance procedures. Some work is sedentary (4-7hrs.) with periods of walking (2 hrs.), bending and or kneeling (3hr), lifting and carrying of reagents, equipment and files (15-44 lbs.). There may be some extended periods of standing (6-8 hrs.); near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; ability to distinguish shades of colors, hearing aid (permitted); emotional stability; ability to hear whispered voice; the use of fingers is required including typing (4-6 Hrs.); reaching above shoulder; ability for rapid mental and muscular coordination required.
