Duties
Reviews and analyzes incoming legislative referrals from Department's Office of Congressional and Legislative Affairs (OCL) to determine their level of importance to the Bureau.
Determines what type of responsive information is required from the Bureau; timeframes for responses to meet Departmental deadlines; and which Bureau Headquarters Offices and State Offices must review and respond to the referrals.
Understands and appropriately applies procedures, requirements, regulations, and policies related to specialized expertise; maintains credibility with others on technical matters.
Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
Reviews, coordinates, and consolidates input from BLM Headquarters and State Offices into a unified, written response from the Bureau to OCL.

Qualifications
In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.
You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Analyzing Federal programs, policies, and Federal lands laws, including the Federal Land and Policy Management Act and other public land laws to analyze and synthesize a wide variety of comments from many reviewers sufficient to prepare responses to legislative referrals; experience organizing and maintaining program records; experience analyzing legislative or policy proposals related to Federal land resources, regulatory, management or operational issues; and communicating that work orally and in clear, concise writing. Experience and familiarity with land management issues or Congressional/legislative processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
