The primary purpose of this position is to provides advisory services and administrative support to the Directorate concerning military and manpower personnel, education and training, Acquisition Professional Development Program, awards and recognition, career development, employee onboarding and acculturation program, and strategic planning and retention.

Duties

GS-0301-12 Duties Serves as Sensors Directorate subject matter expert providing oversight, execution, and evaluation to find, attract, and bring on diverse, world class talent through the management and execution of a strategic (1-15 year) Talent Pipeline Program. Manages Sensors Directorate onboarding and acculturation activities. Develops metrics to effectively and accurately evaluate each program associated with the Sensors Directorate Talent Pipeline.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade, GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying human capital methods and practices to provide recommendations to leadership; Ensuring internships and recruitment efforts are aligned to needs of the organization; Organizing, coordinating, and/or leading onboarding activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of outreach, recruiting, and onboarding techniques, as well as internship program management, as it relates to a series of comprehensive, effective, and efficient programs, and analysis for large, technical organizations and alignment of initiatives to strategic priorities. Knowledge of USAF, AMFC, and AFRL outreach and onboarding goals and objectives, the sequence and timing of critical events, and organizational awareness sufficient to develop and execute programs, initiatives, and guidance. Knowledge of analytical and evaluative methods and techniques to apply to complex issues or studies concerning the efficiency and effectiveness of outreach, onboarding, internship programs, and recruiting practices. Skill in expressing and presenting information to individuals and groups both written and orally. Ability to apply human capital methods and practices sufficient to provide expert and authoritative recommendations to leadership. Ability to plan, organize, and manage projects (e.g., overall program, budget requirements, etc.) and teams that solve complex problems. Ability to facilitate meetings, workshops, or other settings conducive to group dynamics across multiple organizational levels. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
