The primary purpose of this position is to o manage the 82d Training Wing Safety Office, consisting of the grounds and weapons safety programs and the occupational health program for a complex multi-mission installation with diverse ground, aviation, and industrial safety /occupational activities; to provide advisory safety services to tenant organizations; (Cont. below)

and to serve as a second level supervisor, providing planning, directing, organizing, and exercising control over all employees assigned to the 82d Training Wing Safety Office.
Duties:
1. Plans, organizes, and oversees the activities of the 82d Training Wing Safety Office, necessary to the overall management of a diverse ground/weapons safety program affecting a complex multi--mission installation and tenant organizations and ensuring that Safety Office complies with legal and regulatory requirements and meets customer needs.
2. Exercises supervisory personnel management responsibilities. Represents 82d Training Wing Safety Office the organization with a variety of installation and functional area organizations.
3. Plans, directs, coordinates, and evaluates activities necessary to the overall management of the Wing Safety Office (including ground safety and weapons/explosives programs) and investigates and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.
4. Oversees the review of plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards.
5. Manages the development and provision of technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operations areas, such as weapons/explosives, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for the GS-0018, Safety and Occupational Health Management Series
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the theories, principles and practices of flight safety and technical safety ability sufficient to provide leadership at the national level in the development of aviation specific safety processes and trend analysis. Experience will facilitate communication during mishap investigations and aviation SAVs, by understanding fighter aircrew language, issues and operational conditions. Findings are presented to commanders during inbrief, outbrief style presentations as well as in detailed informative graphics, slide shows and safety updated to senior leadership. Comprehensive knowledge of the body of laws, regulations, policies standards, procedures, methods and techniques applicable to a broad range of aviation safety requirements sufficient to plan, direct coordinate, and manage SAVs and mishap investigations as required. Knowledge of safety standards and policies facilitates incumbent's information gathering during SAVs and mishap investigations and helps identify actionable solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation ground safety, explosives and weapons programs.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate managers.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
Knowledge of the requirements, methods, and techniques of weapons accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures.
Knowledge of risk assessment methods and techniques for evaluation of occupational safety and health risks.
Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
