The primary purpose of the position is to provide direct service in the form of counseling individuals, couples, families and groups on matters pertaining to family dynamics, parent-child interaction, couples communication, stress reduction, adjustment to military lifestyles, Family Advocacy Program (FAP) case management, treatment services and psycho-educational training programs.

Duties

This position is that of a fully licensed and credentialed clinical counselor located within the Counseling and Advocacy Program (CAP) at the Fleet and Family Support Center (FFSC). FFSC provides an array of quality of life programs to active duty, reservists, retirees, and their families to enhance personal and family resiliency. The primary purpose of the position is to provide individual, child, couples, family, and group counseling to active duty personnel, retired military members, reserve components, and their families. The incumbent primarily focuses on matters pertaining to family dynamics, family communication, stress reduction, and adjustment to military life.Clinical counseling includes the psychosocial assessment of individuals, development of treatment plans, treatment delivery, and appropriate referral. Family Advocacy Program (FAP) case management includes the identification, reporting, safety planning, psychosocial and risk assessments, treatment planning, treatment, referral, and follow-up of intimate partner violence and child abuse allegations for active duty military members and their families. Cases may involve multiple difficult and complex family problems including dual diagnoses, violence and impulsivity, suicidal and homicidal ideations and/or attempts, and a variety of other mental health problems. Sailor Assistance and Intercept for Life (SAIL) case management includes assessment, safety planning, and care coordination for active duty personnel with suicide related behavior. The incumbent also provides assessment, safety planning, case management, treatment, and referral for Problematic Sexual Behavior in Children and Youth (PSB-CY). The incumbent facilitates support groups or seminars/training focused on both prevention and intervention. Plans, develops and implements programs designed to foster positive healthy relationships within the family structure. Develops and maintains professional standards of service, community referral resources, and a close network with other service providers. Performs other duties as assigned.

Requirements

  • Must pass all applicable records and background check.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • A valid State driver's license is required to operate motor vehicles.
  • Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).
  • A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any scheduled appointments.
  • Must be current in continuing education credits/units.
  • Applicant must be state licensed for at least two (2) years.
  • May be required to serve in an “on call” duty status outside of normal work hours.

Qualifications

A Master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State. Have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier II or Tier III SECNAVINST 1754.8 requirements. Are current in continuing education credits/units to maintain license. Knowledge of the specific demands of the military lifestyle, such as frequent separations, and high stress working environments that have an extensive impact on individuals and their families preferred. Ability to present sensitive, at times controversial, information to groups of people in a clear, concise manner. Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning. Ability to effectively interview, and clinically respond to the needs of clients including assessing suicide, homicide, and substance abuse. Ability to communicate in writing to develop and prepare case management documentation, safety plans, psycho-social assessments, treatment plans, correspondence, and reports. Knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and to facilitate work assignments. Must be able to communicate clearly and effectively both verbally and in writing in English with all levels of management, staff, community agencies, military personnel, and their families.

Education
