The Budget Analyst for the Montana VA Health Care System will assist with the operating budget in all phases of program planning and analysis, monitor budgets and recommend adjustments in program spending in support of Financial Management Services. The purpose of the position is to accurately forecast and document the organizational budget; and to promote organizational effectiveness and efficiency by ensuring that revenues and expenditures are being used in a timely manner.
Duties
Duties include, but are not limited to:
Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into a single budget request.
Prepares or edits narrative justifications and projected funding needs, and ensures that data in requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.
Analyzes forecasts for customers such as the agency and the public their demands for services; and for changes in nature, type, and cost of services produced.
Monitors the execution of a budget with many different sources and types of funding such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.
Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives.
Conducts special studies and analysis to develop required data and information for reporting purposes; and prepares administrative reports.
Prepares and presents financial briefings.
Prepares documents needed to process budget estimates, request for supplemental appropriations, requests for reprogramming apportionments and allotments from higher headquarters needed to finance new programs or program changes brought about by legislative action.

Develops justification and impact statements, and compiles data to be used for forecasting obligations.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of installation budget and finance regulations, procedures and processes for budget formulation to compile, correlate, and consolidate individual estimates for such items as personnel salaries and expenses, travel, and minor building maintenance. Enters consolidated estimates in accepted formats on appropriate forms and schedules. Analyzes and compares selected object class and line item obligations and expenditures in the approved operating budget pertaining to such items as office supplies, telephone service, heating oil, electricity, personnel travel, vehicle repair, and minor building maintenance. Determines whether funds are being used on a timely basis to support the installation's mission and objectives in accordance with the annual work plan. Writes brief factual reports that detail the purposes for which funds were obligated and expended. Knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; and to ascertain whether estimates of funding needs and requests for allotments are in line with program plans and work methods. Ability to analyze and evaluate changes in program plans and funding, and their effect on financial and budget program milestones. Ability to analyze financial and budgetary relationships to detect errors or inconsistencies in budget requests. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or Superior Academia Achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have the combination of specialized experience and education required to qualify at the GS-7 level as described above.
Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Combination: Applicants may also combine education and experience to qualify at this level. You must have the combination of specialized experience and education required to qualify at the GS-9 level as described above.
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of budget formulation sufficient to review, edit, and consolidate annual and multi-year budget estimates for assigned medical facility organizations and programs into a single budget request. Extensive knowledge of budget execution in order to monitors the execution of a budget with many different sources and types of funding. Ability to analyze and evaluate continual changes in program plans and funding, and their effect on financial and budget program milestones. Ability to analyze financial and budgetary relationships, and develop recommendations for financial and/or budgetary actions. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree or LL.M, if related. OR,
