This vacancy is for an IT Program Manager in the Spectrum National Support Systems (SNSS), Office of Spectrum Management (OSM), National Telecommunications and Information Administration within the Department of Commerce.

Duties

As an IT Program Manager, you will perform the following duties: Advise in the development and implementation of OSM automated spectrum management tools, products, and capabilities, and an expert in project management for IT implementation. Define Information System project's scope, requirements, cost estimates, schedules, quality criteria/metrics and required deliverables. Identify and mitigate risks. Utilize project management software tools to ensure projects are kept on schedule and within budget by applying various project management methodologies. Provide briefings on all aspects of the project and understand the organizational mission and corporate direction. Communicate policies, direction, and needs to ensure resources are aligned with IT strategic direction. This Job Opportunity Announcement may be used to fill other IT Program Manager (DE) GS-2210-13/14 FPL 14 positions within the National Telecommunications and Information Administration in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement Applicants must possess IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: Utilize project management software tools to ensure projects are kept on schedule and within budget; Advise in the development and implementation of automated spectrum management tools, products, and capabilities; and, Assisting in the development of acquisition documentation such as Performance Work Statements (PWS) and Statements of Work (SOWs) for the acquisition of IT systems, equipment, and services. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as: Providing electromagnetic spectrum-related technical input to IT software projects and acquisitions; Directing IT projects to ensure established milestones and budget goals; Developing Spectrum Information System testing strategies, plans, or scenarios; and, Providing presentations or briefings on all aspects of a project and understand the organizational mission and corporate direction.
