The position is responsible for the technical work required for HPE programs including disbursement agreement (DA) administration used for payment of salary and benefits to affiliate educational institutions, OAA special purpose funding, VA paid HPTs, educational costs and/or housing contracts, OAA reporting, regular and annual OAA audits, and other OAA and local requirements for OAA resources and program requirements.
Duties
Responsible to enact process changes with OAA, affiliate staff, facility leadership, clinical services, and finance service by drafting SOPs, developing and administering training for staff, and advising on HPE regulations. Unique situations are assessed to troubleshoot problems, make recommendations, provide subsequent evaluations and participate in future planning for HPE programs.
Broad perspective and comprehensive understanding of health care system administration and HPE programs is required to achieve OAA policy compliance and maximize utilization of resources. HPT academic levels include undergraduate, graduate, and post-graduate students, externs, interns, residents, fellows, and pre- and postdoctoral fellows.
Informs the DEO and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding, DA processes and health care operations as they relate to HPE programs
Ensures policy compliance with OAA, VA, VHA and local policies
Provides reports, perspectives, and conclusions to OAA as well as other stakeholders that show effectiveness in carrying out and meeting OAA and the facility's responsibilities of administering HPE resources
Serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance with directives
Administers the tasks and procedures required between the VA and the affiliate including establishing DAs, tracking the time the HPTs spend at the VA (clinical and educational time, leave, research and scholarly activities, didactics, etc.), verifying valid affiliation agreements, rate and stipend schedules, processing transactions through VA financial systems, and reconciliation of educational activity records (EARs) with OAA fiscal, individual clinical services and the affiliate

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: Minimum Requirements for Series 0671 requires the applicant to have education or specialized experience:
Educational Requirements: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts required). OR:
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience for GS-12: In addition to the IOR, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulating and proposing process improvement strategies or cost-effective solutions; multiple fund control points for Health Professional Education (HPE) programs are complicated by divergent timeframes (academic & fiscal years, HPE program duty/hour requirements and start/end dates); identifying gaps in policy compliance through review and assessment and comparison of current standards and policy guidance and make continued recommendations for overall program improvement and necessary procedure or policy changes; collect, consolidate, and provide analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning; communicate with leadership at all levels of the VA facility; manage the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques..

Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
