You will serve as a SUPERVISORY OPERATIONS PROJECT ZONE MANAGER in the Operations Manager (Code 3001), Operations Department (300) of NORFOLK NAVAL SHIPYARD.

Duties

You will identify and resolve changing work situations. You will monitor, analyze and take neccessary to achieve cost, quality and schedule commitments. You will initiate or attend meetings concerning work status and provide updates as required.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with principles, concepts and practices concerning shipyard work operations, control system requirements, trade and ship practices. Experience determining and providing resolution of operational and maintenance problems within the shipyard and ship's personnel. Experience analyzing and understanding that program improvements are put in to affect for the continuing improvement. Experience with production trade and technical methods, procedures, material and processes associated with the repair and overhaul of complex Navy Vessels with a specialized practical knowledge of mechanical practices and operations. Experience managing a project or portion of a project which involves directing federal wage system and general schedule employees. Experience in project management, quality control, cost control, schedule control and work flow control techniques. Experience investigating and analyzing practices and problems to initiate effective improvements and solutions. Experience analyzing/evaluating and adjusting project resources, work operations equipment and facilities against current and future schedule work requirements.
