This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Specific duties include, but are not limited to, the following functions: Clinical: Demonstrates a full professional and current understanding of the theories of physical therapy treatment and their proper application, particularly those specialized techniques related to complex chronic pain problems. Demonstrates expertise in assessing, planning, implementing, and evaluating treatment plans for adult patients with complex pain problems. As part of the pain team, provides feedback and coordinates care with associated health care team members. Evaluation and treatment are completed in a timely fashion; chart review will allow the opportunity to assess appropriateness of the referral. Consults are scheduled considering priority and frequency of care, and coordination of schedules with other members of the treatment team. Exercises the highest degree of independence and professional judgment in planning and carrying out treatment plans to meet complex objectives for the chronic pain population. Demonstrates originality in solving problems not covered by these guides, making innovative adaptations and modifications of treatment plans and procedures in order to meet the complex and highly varying needs of patients, and routinely collaborates with other health care team members. Administrative: Participates in program development activities, including data collection/management, policy development/adherence, and documentation. Participates in multidisciplinary team meetings, as well as pain committee meetings, as indicated by Pain Clinic leadership, as well as section and service leadership. Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients. Complies with all electronic health record documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes). Program Evaluation/Research: Develops and implements research projects, prepares grant proposals, in coordination with supervisors and team members. Academic/Teaching/Training: Provides pain specialist physical therapy focused guidance and consultation to staff. Provides supervision, education and training to Medical Center trainees, including residents, students and interns/fellows. Participates in intra- and interdepartmental committees, task forces, and projects, as requested by supervisors and/or Facility pain leadership. Demonstrates ability to provide didactics/lectures to medical staff within the area of pain management, specifically pain-focused physical therapy interventions. Data Security: In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive information, which must be protected under the provisions of the Privacy Act of 1974, and other applicable law and regulations. The employee is responsible for 1) protecting that information from unauthorized release or from loss, alteration, or unauthorized deletion, and 2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the medical center's ADP Agreement, which the employee signs. Occupational Health and Safety: Learns about and can demonstrate knowledge of the Environment of Care Infection Control and Occupational Safety and Health requirements that apply to your work. He/she will attend all safety and health training. Compliance with safety rules and regulations for safe job performance and fire protection is mandatory. Uses and maintains personal protective equipment when required and provided. Promptly reports all accidents and notifies supervisor of unsafe or unhealthful conditions in the workplace and works to eliminate such conditions. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and experience. The individual must meet at least one of the requirements: Bachelor's degree in Physical Therapy AND five (5) years or progressively independent experience as a physical therapist. OR Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. OR Doctorate degree in physical therapy. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. Grade Determinations: GS- 13 Pain Specialist Physical Therapist: Experience. In addition to meeting the basic requirements. The applicant must have one year of progressively complex experience equivalent to the GS-12 grade level. (Examples of assignments and/or knowledge, skills and abilities at the GS-12 grade level include but are not limited to: At the full performance level, PTs are responsible for independently providing assessment and treatment interventions to inpatients and outpatients received through healthcare provider referrals and patient self-referrals. Guided by differential and movement diagnoses, PTs perform examinations and evaluations of individuals who have or may develop impairments, activity limitations, and participation restrictions related to conditions of the musculoskeletal, neuromuscular, cardiovascular, pulmonary, and/or integumentary systems while considering the effects attributable to unique personal and environmental factors. PTs interpret findings from examination, diagnostic studies/medical tests and, during evaluation, select appropriate clinical tests and measures, and then integrate findings into the physical therapy plan of care for the full range of patient populations. PTs establish a diagnosis within the scope of physical therapy and identify the appropriate intervention to treat and/or refer to another provider for further consultation when needed. They determine physical therapy prognosis by incorporating examination findings with the patient's preferences for meaningful level of function in order to set clinically appropriate treatment goals and optimize outcomes. Physical therapists select appropriate equipment needed to substitute for loss of function or to substitute for limited function of individuals they treat. Staff PTs at this level practice autonomously, making recommendations and referrals to other medical specialties/services as clinically indicated during ongoing assessment of patients under their care. The staff PT may also develop and provide individualized clinical training experiences for physical therapy students in facilities with established clinical experience rotations. PTs at this level may be given general assignments in any/all areas where physical therapy services are deemed necessary, and/or may serve as the sole PT at a less complex facility. Individuals may perform ancillary assignments as deemed appropriate given the needs of a facility on an occasional basis, where the amount of work is not substantial (less than 25% of the duty time). AND In addition to the above the applicant must also meet one of the following: Evidence of a minimum of 2,000 hours of clinical practice directly in the specialty area. This time must be between the past two and five years; or Board Certification in the specialty area recognized by the ABPTS; or Completion of a fellowship program; or An additional advanced degree in a related field. AND In addition, the candidate must demonstrate the all following GS-13 KSAs: Advanced knowledge and expert skill in a range of specialized interventions and treatment modalities used in a specialized treatment area of physical therapy. Ability to serve as a consultant and subject matter expert for health care providers regarding the delivery of care within a specialized content area of physical therapy (see paragraph 2i). Ability to teach and mentor medical center staff in a specialized content area of physical therapy. Ability to guide the work of a multi-disciplinary team in a specialized content area of physical therapy. Advanced knowledge and expert skill to perform and interpret specialized procedures and tests in evaluating the treatment outcomes in the assigned specialty content area (see Definitions, paragraph 2.i.). The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Work includes regular and recurring physical exertion in standing, bending, kneeling, reaching, gripping, and walking. Moderate to heavy lifting is required to assist patients and operate equipment. Sitting is required in meeting and for conducting administrative work. Above average agility may be desirable in defending oneself (or others) against physical attack/abuse. Work may require good physical health, normal use of arms and legs and good visual and auditory acuity.
