THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a CIVIL ENGINEER (TITLE 32), Position Description Number D1551000 and is part of the IL 182 AW, National Guard.

Duties

As a CIVIL ENGINEER (TITLE 32), GS-0810-12, you will provide supervisory and technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function. Major Duties - This is NOT an all-inclusive list: Responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provides related management, engineering, and other support work. Exercise authority in planning, directing, controlling, and coordinating architectural or engineering activities. Utilize program and planning documents in determining real property facility requirements for programmed units and activities within the installation. Make decisions in line with prior ANG Base policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real estate acquisition, utilization, or disposal actions. Determine operational trends and forecasts requirements. Determine and coordinate acquisition and use of money, manpower, equipment, and material. Through subordinate supervisors, direct approximately 25 or more civilian and military employees engaged in readiness, Crash-Fire-Rescue engineering design, explosive ordnance disposal engineering, and operational facility maintenance duties and is responsible for providing training and facilities for OJT and proficiency training of approximately 100 drill status officers and airmen. Exercise personnel management responsibilities normally found in positions at this level including identification of training needs for supervisors and technical staff members. Develop and maintain effective engineering staff relationships with base and tenant organizations. Accomplish long and short range planning for replacement of facilities or equipment including contingency operations for potential war or domestic emergency conditions. Provide technical instructions and information on architectural, engineering and other technical requirements and assign phases of projects to subordinate architects, engineers, engineering technicians, and draftsmen. Establish technical engineering and architectural processes, criteria, and function.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer Only; May be a commissioning opportunity - May not exceed Lieutenant Colonel. MINIMUM REQUIREMENTS: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience which includes at least 12 months of experience to at least the next lower grade. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
