The incumbent (Operating Room Administrator) is a full partner among the leadership team for the Operating Room and has responsibility for a wide range of administrative functions relating to the Operating Room and the Surgical Package at the VA Palo Alto Health Care System (VAPAHCS). Expected to have broad knowledge of healthcare data systems and principles relating to these areas.

Duties

Major duties and responsibilities include, but not limited to: Works to improve the quality of the delivered services, enhance ease of access, remove barriers to patient care and progress, improve patient safety, oversee, and coordinate the expansion of services and improve morale and job satisfaction in the unit. Responsible to lead and sponsor performance improvement activities within the Operating Room and functional area. Delivers the professional skills necessary for all phases of data processing and analysis for the overall quality management of the service, including the application of standard, descriptive, and inferential statistical methods for conducting analysis. Continually researches and identifies baseline performance and develops ongoing reports to monitor progress, encouraging and influencing staff behaviors to meet the priority areas identified by SIPS leadership, as well as promoting a culture of data utilization and continuous process improvement. Works on multiple systems redesign efforts to streamline various processes in the Operating Room. Organizes and develops an OR utilization model to optimize Operating Room block schedule and services assigned time as well as benchmark surgical case times against national averages for case time data. Wkilled liaison with the Office of Information & Technology (OI&T) and Operating Room staff on matters concerning needs of the service. Provides mentorship and guidance to all OR staff, including Nurse Managers and front-line personnel. He/she responds to all inquiries for data from all stakeholders including Operating Room staff and leadership, Serves as the Surgical Package coordinator for the service. Coordinates many aspects regarding human resource issues, including hiring. Primary automatic data processing (ADP) coordinator for the Nursing staff in the OR/PACU Section. Plays an integral role in procurement and contracting for the service, serving as the primary Contracting Officer Representative (COR) for Operating Room requirements including, but not limited to, non-allograft implant consignments. Responsible for oversight of all physical resources allocated to the OR, including equipment, space, and supplies. Responsible for ensuring the Operating Room equipment inventory as contained in the Equipment Inventory Listing (EIL) for clinical programs at VAPAHCS outpatient service are completed timely. Provides SIPS leadership with analyzed data and objectively based information for making decisions on the administrative and programmatic aspects of OR operations and management. Provides position management advice and recommendations to SIPS leadership, including advice on the distribution of workload among positions, and the processes and steps needed to complete the work. Establishes procedures related to administrative processes and instructs relevant staff on current regulations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Minimum Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: uses computer software to complete documents and spreadsheets; analyzes work processes and make suggestions for process improvement; provide administrative support to a program and achieve the overall goal; and possesses effective communication skills in order to presenting information clearly to management, medical center staff, and members of the public. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) year of progressively higher-level graduate education. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelor's degree. GS-9 Minimum Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performs work related to development of program information and resource materials, such as hard copy and computer-based brochures and reports, etc.; conducts analysis of administrative work processes in the programs to identify, analyze, and recommend solutions to problems in staffing, administrative procedures, work processes, or workload distribution facilitate, coordinate, and manage the various programs and achieve the overall goal; applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; and possesses effective communication skills in order to presenting information clearly to management, medical center staff, and members of the public. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate education. Physical Requirements: There are no unique physical demands other than the ability to work and concentrate with frequent telephone and/or personal contact interruptions by staff, Veterans, families, and visitors. Most of the work is sedentary, but some mobility is required such as walking, standing, bending, lifting, and carrying light items such as books, papers, and files. This position also requires mobility within the medical center and in rare instances, via shuttle, bus, or government car between other locations within the healthcare system.
