About the Position: Serve as a Safety and Occupational Health Specialist, performing a variety of technical, advisory, consultative, liaison, and coordinating duties relating to planning, maintaining, and implementing an installation safety and occupational health program. Moving expenses are NOT authorized, based on a determination that a move is not in the Government's interest. Recruitment, relocation and/or retention incentives MAY be offered for this position.

Duties

As a Safety and Occupational Health Specialist, you will perform the following duties which is not an all-inclusive list: Conduct special investigations of serious accidents and acts as a special consultant for accident investigation boards. Formulate risk assessments/analysis and develops countermeasures to prevent recurrence. Advise senior level officials on the status of implementation of safety and occupational health program requirements and recommends actions needed to improve the effectiveness of the local program. Determine training needs through analysis of accident experience data, during surveys and inspection, and/or review of regulatory material. Investigate and/or assists investigation of serious accidents involving fatalities and significant damage to equipment and property. Assess the effectiveness of the safety program to identify strengths and weaknesses. Conduct periodic safety, hazard and health surveys and field inspections of work sites, buildings, and shops.

Requirements

  • Temporary duty travel (5% or less) away from the normal duty station.
  • Must possess or be able to obtain and maintain a Secret security clearance.
  • Work often exposes employee to operating industrial machinery, explosives and toxic chemicals, noise, fumes, material handling activities, and temperature extremes.
  • Duties require frequent inspections and surveys and necessitates prolonged periods of walking, standing, reaching, and bending.

Specialized experience required: At least one FULL year of specialized experience at or equivalent to at least the GS-11 grade level in the Federal service. Specialized experience is defined as experience involving assisting with the management of safety and/ or occupational health programs; interpreting federal (i.e, Department of Defense, Army) and local safety and occupational health standards, regulations, principles, theories, and/or practices; developing procedures to eliminate or control potential hazards; and inspecting workplaces, processes and/or products to control or eliminate hazards. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.

Education

EDUCATION SUBSTITUTION: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -no substitution of education for experience is permitted.
