You will serve as a Program Manager (Sustainability) in the Office of the Assistant Secretary of the Navy, Energy, Installations and Environment (EI&E) at the Pentagon.

Duties

You will act as an extension of the DON Chief Sustainability Officer (CSO), working under general policy guidelines and objectives, as well as those contained in other guidance to translate policy in to actions to achieve desired objectives. You will be the DON representative on all subordinate working groups such as the Senior Sustainability Council (SSC), the Department of Defense Climate Working Group, and others. You will assess and analyze DOD policies and programs to identify opportunities to advance sustainability objectives. You will propose and implement strategies to advance sustainability objectives, including those related to energy and water use, supply chain management and disclosure, recycling efforts, facility design, and educational programs on sustainability. You will be responsible for the development and submission of the substantial monthly, quarterly, annual and other periodic sustainability reports to Congress, CEQ, and others.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expert experience with laws, executive orders, and policies for Energy and Environment sustainability as well as the methods and application of sustainability measures. Expert experience with Agency Planning, Programming, Budgeting and Execution (PPBE) System; expert experience communicating through providing subject matter expert administrative advice and recommendations to senior level Officers and Agency incumbents.
