You will serve as a PROGRAM ANALYST in the PUBLIC WORKS BUSINESS LINE of NAVAL FACILITIES ENG COMMAND HAWAII.
Duties
You will develop data and charts used in formal briefings and presentations of the budget to management and operating officials.
You will prepare and updates the personnel listing and a detailed listing of support and training costs, which is necessary in making labor and non-labor resource projections.
You will monitor execution program and analyzes variances on a monthly basis (cost, schedule and obligations) to ensure that funds are properly allocated, and work is executed in a timely manner.
You will support Funds workflow to process funding requests for Recurring/Non-Recurring contracts, Direct Cite, CNIC/NAVFAC DR/PR, and Document Request (DR). Other funding request actions may include Reimbursable customer support.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Initiating and Managing performance metrics and key performance indicators; 2) Collecting data for government financial planning, i.e. general fund budget concepts, understanding tools and technique to track programs, analyze and recommend; 3) Providing information on broad range of administrative laws, policies, regulations and precedents; 4) Knowledge of technical operations of military facilities.**NOTE** This information must be clearly supported in your resume.

Education
In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D.or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
